Description
The Department of the Army, US Army Contracting Command Southwest Asia-Kuwait, intends to issue a new contract procuring a 400Hz Power Distribution and Control System from Controlled Systems Company in support of a fielded ADA Patriot Missile Bat tery. The Government intends to establish a non-competitive contract under the authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, Only One or a Limited Number of Responsible Sources. A six (6) month period of performance is prop osed for the contract for which the Government intends to solicit and negotiate with only one identified source. Controlled Systems,(CAGE Code 0M4E9) is the ONLY source that currently maintains and has provided engineering and technical data necessary to s uccessfully engineer and manufacture technical items directly related with the subject procurement. Controlled Systems, in partnership with Raytheon, has access to ALL proprietary technical and engineering data and drawings for integration of these items. The Government intends to solicit only to Controlled Systems. This contract will be managed by Area Support Group-Kuwait Directorate of Contracting (ASG-KU/DOC), Camp Arifjan, Kuwait. The scope of the requirement consists of adapting t he Patriot Missile Battery to operate under a consolidated power distribution system. The power distribution system must convert from tactical power generators to a 400Hz commercial prime power distribution and control system. The intended power distributi on system must place the current system's tactical power units to a ready/standby state and provide for safety via a system 'disabling' switch. The government intends to establish a Firm-Fixed Price contract for essential design, build, and deli very of the 400Hz Power Distribution and Control System Equipment. This notice of intent is NOT a request for competitive proposals. Interested sources that possess the capabilities of obtaining the required technical, engineering, and manufac turing data from Controlled Systems can submit information regarding their capabilities for future requirements. This information must include (1) complete and current engineering data packet to demonstrate the acceptability of the offered power distributi on system (i.e. salient physical, functional, and serviceability characteristics), and/or (2) data that the offered system has been satisfactorily certified or tested for the Government, Controlled Systems or Raytheon.
