- NOTICE OF INTENT TO SOLE SOURCE: The U.S. Department of Agriculture, Forest Service, anticipates negotiating and awarding a sole-source contract with the Cherokee Boys Club, Inc., Cherokee, North Carolina. This contract is a follow on contract to a longstanding Government contract with the Eastern Band of the Cherokee Indians. This contract supports the operation of the Oconaluftee Job Corps Civilian Conservation Center and facilitates and enhances the educational, vocational, and career training opportunities for youths ages 16-24 of the Eastern Band of the Cherokee Indians as well as other youth in the surrounding area. The contract will support the mission of the Oconaluftee Job Corps Civilian Conservation Center to: attract eligible young people; involve them in a career development services system which begins prior to enrollment and continues through post-center services; assist them in acquiring the skills they need to achieve their career goals and live independently; and support them in entering and remaining in meaningful jobs or further education. Under the contract, the incumbent Contractor shall provide various services to the co-ed Center on behalf of the U.S. Department of Agriculture, Forest Service. The Government anticipates awarding a firm fixed price contract for one base year and four option years that may be exercised at the option of the Government. Base year services shall commence on July 1, 2008 and end on June 30, 2008. Services include trash removal service; laundry service; dishwashing service; janitorial service; main kitchen cooking service; bus transportation service; drivers for vehicles; drivers for hauling road construction materials; general maintenance (carpentry, plumbing, and electrical engineering) necessary for the upkeep of employee housing and other Center buidlings; occupational health nurses (full and part time) to provide on-going nursing care and emergency first aid services; trip leader for ecological outings; equipment for student spelunking, whitewater rafting, lake canoeing, camping, backpacking, and cross country skiing; trainee employee assistance program counselor; van drivers; medical clerk (part time); health teacher; high school equivalency teacher; reading teacher (part time); general education teacher; math teacher; building and maintenance teacher; arts and crafts teacher; education technician; school-to-work coordinator; paint instructor; on road driver education teacher (as needed); and additional services that may be requested by the Government. Numbered Note 22 applies to this acquistion: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
