Description
NASA/KSC has a requirement for the following items: 4 RS-LOGIX 5000 Modules (9324RLD700NXENE) 1 FactoryTalk Historian SE- 5,000 (9518-HSERA5K) 1 FactoryTalk Historian SE - 5,000 (9518-HSE3RD5K) 2 FactoryTalk Historian ProcessBook (9518-HPBENE) 2 FactoryTalk Historian DataLink Module (9518-HDLENE) 8 FactoryTalk Historian Client Module (9518-HCLNTEN) 20 ControlNet redundant bridge modules (1756-CNBR) 100 ControlNET T-Tap/Straight cables (1786-TPS) 4 Processors with 8 MB of Memory (1756-L63) NASA/KSC intends to purchase the items from Rockwell Automation Inc. pursuant to FAR 13.106 (b), for the acquisition of supplies or services determined to be reasonably available from only one source and pursuant to 10 U.S.C 2304 (c)(1), only one responsible source and no other supply or service will satisfy agency requirements. The subject hardware is required to integrate in to the current preliminary design of Constellation GSE control systems which uses Rockwell Automation equipment. It is the only equipment compatible with this system. It is required for the development of prototype in the controls Lab that will be integrated with the existing fluid and mechanical hardware systems. This hardware has been field certified to provide field control for the fluid and mechanical systems supporting mission critical Shuttle processing. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 03,2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
