Description

Environmental Protection Agency (EPA) intends to award a purchase order, using FAR Part 13 procedures, for a contractor to develop, adapt, and test a methodology for stable boundary layer representation (initial onset, space/time evolution, dissipation) in three-dimensional numerical mesoscale meteorological models, such as the MM5 or the WRF/arw model. The specific focus of the work will be on stable boundary layer representation in dark and extremely cold environments such as exist over the Fairbanks, AK area in wintertime conditions, where ambient temperatures can reach -40 degrees to -50 degrees F, often accompanied by ice fogs. In this environment fine particulate matter can be trapped in a shallow layer near the ground, concentrated to high mass loadings and deteriorating air quality to worrisome levels. It is therefore quite important to characterize the meteorological environment as accurately as possible to study the pollution accumulating in these shallow cold layers. As part of an analysis of the 2007/2008 field study data, meteorological modeling and characterization will be needed for selected time periods from the winter study. A modeling domain will be established covering central Alaska using nested grid sizes down to a grid size of about 1 km focusing on the region over Fairbanks. The complex mountain/valley terrain of central Alaska, including the North Star Borough (Fairbanks) must be well-represented in the model to accurately simulate drainage and slope flows. Land-surface models must be tested for snow-covered conditions, and the model must also be tested for simulation of ice fogs under extremely cold temperatures. An assessment of the optimal vertical structure of the modeling domain must be made to best capture the structure of the shallow stable layer near the ground. All physics options available in the mesoscale model should be selected for their applicability to wintertime conditions in Alaska. The particular features of polar versions of MM5 and/or WRF/arw models should be considered for applicability to this problem. Period of performance will be 13 months from award of the purchase order. A Request for Quotation (RFQ) with complete information will be posted on the EPA's website in approximately 15 days at the following address: http://www.epa.gov/oam/rtp_cmd/ Responses to the RFQ will be due approximately 30 days after issuance of the RFQ. Hard copies of the RFQ will not be available. Offerors must submit both a technical proposal and a price proposal. The price proposal must show a breakout of costs. The technical proposal must include responses to the Technical Evaluation Criteria, which will be posted with the RFQ. All future information about this acquisition, including amendments (if any), will also be distributed solely through the EPA's web site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Telephone and FAX requests for this information will not be honored. Potential offerors should hold any technical questions until they have had a chance to completely review the RFQ.
