- The Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Washington DC, is procuring GROUNDS MAINTENANCE / LANDSCAPING SERVICES to be performed at UNITED STATES NAVAL ACADEMY, NAVAL SUPPORT ACTIVITY ANNAPOLIS, Annapolis, MD as a 100% SET-ASIDE for competition among 8(a) SMALL DISADVANTAGED BUSINESSES. The Government will only accept offers from (8a) Small Disadvantaged Business Concerns located in the following geographical area; Maryland, Virginia, and Washington DC. A solicitation, N40080-08-R-0501, will be issued on or before 04 APRIL 2008 and close on/or before 16 MAY 2008, which will be posted on the Government Wide Point of Entry (GPE) at http://www.neco.navy.mil. A draft scope of work for review will be posted on the Government Wide Point of Entry (GPE) at https://www.fedteds.gov. on/or before 20 March 2008. A Site Visit will be held on or about 16 April 2008. This solicitation will be conducted using source selection procedures based upon price and other factors. Award will be based on the basis of Best Value to the Government, price and technical factors considered. A combination Firm-Fixed Price and Indefinite Quantity type contract will be awarded for a Base Period, starting 1 DECEMBER 2008 through 30 NOVEMBER 2009; and Four Option Years, of 12 months each, and 5 additional Award Option Years of 12 months each, for a total of not to exceed 120 months, if exercised by the Government. The contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary to provide: Grounds Maintenance, Pest Control Services, and Snow Removal at Naval Support Activity Annapolis, Maryland by means of a Combination Firm-Fixed Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ) contract. This solicitation will utilize performance-based specifications for describing contract requirements for Facility Services (FX) including: Annex 1503020: Pest Control ? (weed control for prestige and improved grounds and pest control for turf and ornamental beds); Annex 1503050: Grounds Maintenance ? (maintenance of prestige and improved grounds including lawns, plants and beds, shrub and hedges, and trees; maintenance of NCAA athletic fields including turf, astroplay, and field lining); and Annex 1503060: Snow Removal ? (snow and ice removal services for sidewalks, walkways, ramps, terraces and steps). This requirement is 100% Set Aside for competition among Small Disadvantaged Businesses. The North American Industry Classification Standard (NAICS) Code is 561730 (Landscaping Services). Size standard for small business is $6.5 million. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33.
