- March 20, 2008 To: All Prospective Bidders From: Department of the Interior/NBC/AQD Herndon - Alan Adrian (703)964-3656 Subject: Request for Quote (RFQ) No. 20523 - Supply/Commodity Item: ExtraGuard 5-24 AWG Shielded 150C (AlphaWire Part #55279/19); Client - Department of Commerce (DoC), National Weather Service (NWS), National Oceanic and Atmospheric Administration (NOAA) Acquisition Services Directorate (AQD) is issuing this competitive RFQ to solicit for the purpose of entering into a Firm Fixed Price (FFP) contract. There is no set-aside or restriction for this requirement. AQD will conduct this acquisition using Subpart 12 and 13 under the Federal Acquisition Regulation (FAR). This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please include a completed copy of the provision at FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS with your offer. A copy of this clause may be obtained at http://www.arnet.gov. This is a Brand Name Specific commodity purchase - no substitutions will be accepted. If you are interested in this acquisition, you may participate by submitting your response in accordance with the following instructions. The Offeror is required to notify Larena Sellers (larena.sellers@aqd.nbc.gov) via email of intent to bid/not bid within 1 day of receipt of RFQ. The Offeror is required to submit both a written Technical Quote and a Price Quote for the purpose of assuring that the Offeror is fully cognizant of the scope of this contract. This award shall be awarded in a manner that provides an overall Best Value to the Government, contract terms and price considered. The Government's objective is to obtain the best commercially available terms with a realistic and reasonable cost. Note to Offeror: The Government reserves the right to evaluate the quote and award a contract without discussions. Therefore, the quote should contain the Offeror's best offer from a price and contract terms standpoint. The RFQ response is due no later than 12:00pm Eastern Time, March 25, 2008. "Payment request" means any request for contract financing payment or invoice payment by a contractor. To constitute a proper invoice, the GovPay payment request must conform to the requirements identified in FAR 32.905(b), "Payment Documentation and Process" and FAR 52.232-25, "Prompt Payment (OCT 2003)". To ensure the timely processing of invoices GovPay uses an automated "workflow" process to route invoices for review, approvals and payment; as required by the "Prompt Payment Act". Detailed GovPay information for use of GovPay may be obtained on the Internet at www.govpay.gov. This web site includes user manuals, training resources, instructions for registration and contact information for the GovPay help desk for additional support. All users can access reports on the status of their invoices. Supporting documentation shall be attached to the GovPay invoice in the form of "flat files" in American Standard Code for Information Interchange (ASCII) and an Adobe PDF file. There is a 4MB limitation on file size for these attachments, per header or line item. Facsimile, e-mail, and scanned documents are NOT acceptable electronic forms for payment requests. GovPay uses the contractor information in the Central Contractor Registration (CCR) database as one of the components for validating contractor registration. It is the responsibility of the contractor to submit accurate and current CCR information. Failure to register and maintain CCR information, or if it has expired, been suspended, been deleted, or could not be found, will result in rejection of your invoice. An invoice submitted during the period for which information in the CCR could not be verified must be resubmitted for payment after successfully registering or updating registration in CCR.
