- Description
- In accordance with FAR 52.215-3, Request for Information (RFI) or Solicitation for Planning Purposes Oct 1997, this is a combined Sources Sought Synopsis and RFI. a- The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. b- Although ?proposal? and ?vendor? are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. All responsible businesses, including small businesses, are encouraged to respond to this RFI. This synopsis is for planning purposes only and neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This Sources Sought Synopsis is supporting this effort includes advisory services that will assist transforming Air Force financial operations into a 21st century business operations. The Air Force is documenting existing business processes to build the most efficient organization. The Air Force is moving toward building modern solutions by developing Enterprise Resource Planning solutions and setting up new business processes supporting manpower drawdowns. Last fall the Air Force stood up a service/call center and will be continuing to fully support the needs required to continue to sustain this center. The Air Force is also looking for more new and innovative ideas and solutions to build the most effective financial management processes possible. Included in this effort will be the documentation to assure Chief Financial Officer Compliancy by building assertion packages and readying the Air Force for a clean audit. To assure we can take corrective actions where necessary the Air Force will need to include efforts that will assure our ability to modernize our current business process by utilizing Business Process Reengineering (to include Six Sigma, LEAN implementations) Change Management, provide insight for enterprise transition/conversion planning for systems and data. Finally to assure these efforts are sustainable, we will need to stand up effective measures to collect requirements in a fashion that will allow all necessary needs can be fulfilled in an assignable manner that reduces redundancies and inefficiencies. This will also include help desk management, governance structures, outreach programs as well as developing educational processes to reach a worldwide organization. The contract will be awarded as a 60 month period of performance. Potential sources should include their size status for NAICS code 541611.
