Description
DTFAWA-08-R-00008; Request for Proposal - SIR - Terminal Area Route Generation, Evaluation and Traffic Simulation (TARGETS) Attached is a request for offer (SIR) for the Contractor to provide computer software support, maintenance, development, and testing activities; help desk support; and Terminal Area Route Generation, Evaluation and Traffic Simulation (TARGETS) training support to the Area Navigation (RNAV) and Required Navigation Performance (RNP) Group in the FAA's Air Traffic Organization, System Operations Service. This work supports the achievement of FAA Flight Plan safety and capacity goals for publication and implementation of RNAV and RNP routes and procedures. In accordance with the Federal Aviation Administration's Acquisition Management System (AMS) Section 3.2.1.3.12, industry is hereby informed that the Federal Aviation Administration (FAA) has a requirement with an estimated value over $100,000. This announcement is a Request for Proposal. This requirement is a SMALL BUSINESS set aside. The applicable NAICS is 541330: The FAA is not seeking or accepting unsolicited proposals. FAA reserves the right to make a single award. The resulting contract will be a Time and Material type contract with a base period and four option periods. Interested firms are required to submit the attached Business Declaration form. All responses to this announcement must be directed to Eugene Kimbrough, Contracting Officer. Questions regarding the requirement will be received until 2:00 p.m. EST April 15, 2008 via e-mail to Eugene.kimbrough@faa.gov. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $500,000. For further information regarding the bonding and lending programs, please call the DOT Office of Small and Disadvantaged Business Utilization at (800) 532-1169. The FAA will not pay for any information received or costs incurred in preparing the response to the request for offer. Therefore, any cost associated with the request for offer submission is solely at the interested party's expense.
