Description
This announcement is not a Request for Proposal (RFP), but a survey to locate potential sources capable of performing all of the following services for one base year and three option years beginning 09/29/08: (1) Operation and Maintenance of HAZUS-MH, a nationally applicable standardized methodology that estimates potential losses from earthquakes, hurricane winds, and floods. HAZUS-MH was developed by the Federal Emergency Management Agency (FEMA) under contract with the National Institute of Building Sciences (NIBS), using the DHS standard geo-spatial software, ESRI ArcGIS. (2) Completion of an Average Annualized Loss Study for the Nation consisting of sections for earthquake, flood, and wind losses, using selected States? data to develop an average of the losses and extrapolate for the national loss estimate. 3) Software development and documentation support to users of new and revised software code for HAZUS-MH updates and enhancements to implement new loss estimation methodologies. (4) Rapid Response Disaster Support to construct probable scenarios with direct loss estimates of number of damaged buildings, direct economic losses, building and tree debris, and public shelter requirements. No proprietary loss estimation software, methods, and related data are to be updated or used in performance of the contract to allow FEMA/DHS to provide unrestricted public access.
