- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm-fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-08-Q-0035 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 effective February 28, 2008. This is a 100% small business set-aside under NAICS 334112 with a size standard of 1,000 employees. Interested vendors should ensure that they are properly classified in CCR for this NAICS code. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. Award will be made to the offeror whose conforming quotation in response to the RFQ will be most advantageous to the Government, price and other factors considered. Other factors for award include a responsible offeror?s ability to meet the technical requirements as listed below for the purchase and on time delivery of Excel Meridian SecurStor Astra SA SCSI-to-SATA-II disks to the National Archives and Records Administration, College Park, MD. BACKGROUND: The National Archives and Records Administration (NARA) intends to issue a brand name purchase order to a seller of SecurStor Astra SA commercial items for its existing Novell SCSI storage environment in College Park, MD. This procurement is for three external direct attached storage devices manufactured by Excel Meridian SecurStor Astra SA. These devices are essential to sustain the functionality of the Novell Netware environment at NARA in the face of sustained tremendous growth of data storage requirements. REQUIREMENTS: NARA requires brand name items only; no other items will be evaluated. The CLIN 0001 total price [determined by multiplying the unit price by 3] must include all enumerated requirements (a) through (o) for all 3 items. CLIN 0001 (3 EA): (a) 2U 8-bay rack mount enclosure with rail kit; (b) Two 260W auto-switching hot-swap load sharing redundant power supplies with PFC; (c) Two hot-swap cooling fan modules; (d) Eight SATA-II disk channels with hot-swap disk canisters; (e) SCSI-to-SATA RAID controller with 256MB cache upgradeable to 1 GB. Includes 60-hour RAID cache battery backup unit (BBU); (f) Multiple concurrent RAID arrays supported, any combination RAID 0, 1, 1E, 5, 6, 10, or 50. RAID level migration from RAID 5 to RAID 6 supported. Support for global hot-spare[s]; (g) Dual ultra 320 SCSI host connections with HD68 connections. RAID slicing to partition RAID volume for multiple host usage; (h) 10/100 Ethernet for local and remote GUI management, no server side software installation. Event notification via SMTP email, SNMP trap, audible buzzer, and visual LED representation; (i) Eight 500GB SATA-II disk drives with 16MB cache & NCQ; (j) One 3-foot external SCSI cable (VHDCI to VHDCI); (k) One 3-foot external SCSI cable (HD68 to VHDCI); (l) Unlimited lifetime toll free technical support; (m) 1 year NBD advance replacement onsite warranty; (n) 5 year return to depot warranty; (o) 2 years of same business day on-site replacement warranty for each disk drive. Delivery: 30 days after award. No transportation or travel expenses will be paid by the Government. Vendor must accept credit card or direct deposit for payment via electronic funds transfer. Offeror?s price quotation shall be based on the cost to supply the requirement as expressed in CLIN 0001. Quotations should be received by 11:00 AM EST on March 21, 2008. Vendors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security. Failure to meet the deadline for receipt may result in rejection of the quotation as untimely. Telephonic responses will not be processed.
