Description
NAICS Code: 611310 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Cincinnati Children's Hospital Medical Center Drug and Poison Information Center to provide: (1) Continue testing the hypothesis that Poison Control Centers (PCC) are a critical piece of the pubic health component of U.S. EPA's drinking water contamination warning system; (2) To replicate and validate the methodology developed for PCC surveillance of drinking water contamination through a PCC collaboration; (3) To pursue the adoption of the methodology by the American Association of Poison Control Centers (AAPCC) and the Centers for Disease Control and Prevention (CDC). The proposed Evaluation of the Role of Poison Control Centers in a Drinking Water Contamination Warning System purchase order is a component of EPA National Homeland Security Research Center's (NHSRC) Public Health Syndromic Surveillance (PHSS) Project, an element of the Water Security Initiative (WSI). The primary objective of the WSI is to more quickly identify drinking water contamination in order to minimize health effects. The PHSS component of the WSI includes integration of water utility data with uses of existing public health data streams including 911 calls, emergency medical service runs, over the counter drug sales, emergency department visits, and calls to drug and poison centers. Drug and poison information center data is considered proprietary and data is protected under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Cincinnati Children's Hospital Medical Center Drug and Poison Information Center has developed a drinking water contamination surveillance methodology to complement the released National Poisoning Data System (NPDS) database. This procurement seeks to continue to fund Cincinnati Children's Hospital Medical Center Drug and Poison Information Center's drinking water contamination model and replicate the model in another Poison Control Center (PCC) actively participating in the WaterSentinel (WS) program and using the NPDS system. At this time Cincinnati Children's Hospital Medical Center Drug and Poison Information Center remains the only the pilot city for the WSI. Data are analyzed in near real time for both spatial and/or temporal trends for a specific 'drinking water' classification. Preliminary work has been completed with Cincinnati Children's Hospital Medical Center Drug and Poison Information Center and the continuation of this project with Cincinnati Children's Hospital Medical Center Drug and Poison Information Center would be both cost effective and timely. Review of the cities participating in the Threat Ensemble Vulnerability Assessment Research Program (TEVA) for design of an early warning system yielded no regional poison control center analyzing or reporting calls indicative of a water contamination event. Subsequently, U. S. EPA has determined Cincinnati Children's Hospital Medical Center Drug and Poison Information Center to be the only contractor qualified to perform the work. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
