- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source purchase order using simplified acquisition procedures to QinetiQ North America 7918 Jones Branch Drive, Suite 350, McLean, VA 22102 for the acquisition of services to perform an environmental impact screening study on the suitability of using the Pendine Sands Test Range in the United Kingdom for underwater test of a large (2,000 lb) explosive device. This purchase is unsuitable for full and open competition for the following reasons. NSWC PCD requires Very Shallow Water (VSW) site (15 to 40 foot water depth) that has a tidal range sufficient to permit test setup on dry land and then conduct of the test underwater. The Pendine Sands range was selected as the most suitable candidate since the tidal variation at that site allowed for set up of the the test on dry land, and then conduct a 18 ? 24 foot depth test at high tide. All other test range options require a longer tim e period to prepare (site prep or environmental assessments) with the resulting delay in program schedule and higher costs. This makes QinetiQ the only possible source that can provide the range and thus the only source to perform the required environmental study because of their unique knowledge of their facility. The items will be delivered to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave, Panama City Beach, FL 32407-7018. NAICS Code 541380 applies.
