Description
The U. S. Geological Survey, Geology Division, National Earthquake Information Center (NEIC), has a requirement to support the operation of seismic networks within the Advanced National Seismic System (ANSS). The ANSS seismic networks produce rapid estimates of earthquake location, magnitude, as well as rapid earthquake shaking intensity and damage maps. The services required will be to design, implement, maintain and operate several ANSS Real-Time software products and related processing systems. Contractor will perform software programming tasks in support of the USGS ShakeMap System. Specific tasks will include: 1. Add and test new Ground Motion Prediction Equations (GMPEs), including Next Generation Attenuation Relationships (NGA) and other relations; 2. Provide update to ShakeMap Manual, adding elements of the Version 3.2 update, documenting using Subversion (SVN), uncertainty and other enhancements and regional contributions; 3. Implement and test directivity corrections to GMPEs using Rowshandel's algorithm; 4. Investigate zoom map capabilities for Cities based on work for Seattle ShakeMap; 5. Develop spatial correlation function to general correlated randomness for Scenario generation frequency-wave number (FK) spatial filtering or comparable approach; and 6. Enhance bias calculations to replace static shift with magnitude-based shift (distance dependence) or shift with polynomial fit. Additionally, contractor shall provide ShakeMap software bug fix assistance, and provide developer support for international ShakeMap installations. Based on the information available at this time, and in accordance 51 USC 253 (c)(1), and as implemented by FAR 6.302-1, the Government considers the support services specified as a sole source from Dr. Bruce Worden, 355 South Marengo Ave., Pasadena, California 91101, and proposes to negotiate a contract with that individual. However, should additional sources be identified, they will be considered. Concerns that think they can furnish the required services are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures, and such other materials which correspond to the required services stated herein. This information will be evaluated based upon the criteria herein and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request and will not be considered further. This notice may represent the Government's only official notice of this procurement.
