Description
Design-Build Contract for waterfront structures improvements at Plum Island Harbor and maintenance dredging at Plum Island Harbor and Orient Point Harbor, New York. This is a SOURCES SOUGHT NOTICE for a Market Analysis ONLY to determine the availability of potential small business categories, for potential small business set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors h aving the skill, capabilities and bonding necessary to perform the described project are invited to perform feedback via email at Tshura.D.Jones@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential fu ture acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources in the following categories: certified 8a, certified HUB Zone, and Service-Disabled Veteran-Owned Small Business SDVOSB, for a Desi gn Build DB contract for waterfront improvements at Plum Island Harbor and maintenance dredging at Plum Island Harbor and Orient Point Harbor, New York. The NAICS Code is 237990 size standard $31.0 million average annual receipts for preceding three fiscal years. In potentially setting aside a future procurement, small businesses categories above MAY CONSIDER potential Joint Venture partners, Teaming partners, and or major subcontractor or prime. Such capabilities will be evaluated solely for the purpose of determining whether to Set-Aside for the Small Business Community OR to conduct as an UNRESTRICTED Procurement. LARGE BUSINESSES may respond to this NOTICE in the event the market does not indicate SB interest, however, preference will be given to the SB categories listed above. The estimated construction cost is between 3 million dollars to 5 million dollars. The intent is for the bulkhead to work to be accomplished first and the dredging IAW the environmental window. No awards will be made from the resp onses to this sources sought. No solicitation is available at this time. Responses will be used to determine appropriate acquisition decisions for a future procurement. BACKGROUND AND INFORMATION FOR CONSTRUCTION CONTRACT Plum Island Anim al Disease Center PIADC requires improvement of portions of the waterfront structures at Plum Island Harbor the harbor or harbor, the primary receiving location for waterborne personnel, equipment, materials and other deliveries. This work also includes pe rforming maintenance dredging of the Plum Island Harbor and Orient Harbor. Since the PIADC harbor has limited space, this work is to be awarded as one contract in order to minimize disruption to the normal operations to PIADC. It is intended that the Bulk head work would comprise the base work and the maintenance dredging would be contract options The waterfront structures work consists of installing about 180 linear feet of steel sheet bulkhead along the northwest side of the harbor. The project area ex tends from the end of the harbor's west entrance channel jetty to the beginning of a steel sheet pile bulkhead adjacent to one of the ferry ramps. The work includes installing steel sheeting in front of an existing intake house without blocking the existin g intake), replacing an existing sediment control structure attached to the bulkhead, and the possible removal of an existing concrete retaining wall and substructure. About 80 percent of the design work has been completed in-house. The remaining portion o f the design requires that substantial field data be collected. The collection of this field data will be the responsibility of the DB offeror who will incorporate the findings of the field data collection effort into the DB effort. The maintenance dre dging work to be performed under this project consists of providing the labor, equipment, and materials to perform maintenance dredging of Plum Island Harbor an d Orient Harbor with placement of the dredged material in a protective dune along the beach at Plum Island and in various upland disposal areas for both Plum Island Harbor and Orient Harbor, Suffolk County, New York as shown on the Contract Documents prepa red by US Army Corps of Engineers, New York District. The work includes the maintenance dredging of approximately 28,865 cubic yards of material to the required dredging depths plus overdepth in Plum Island Harbor, and 16,920 cubic yards of material in Or ient Harbor. At Plum Island Harbor, 21,700 cubic yards are available in Area 1 which is to be dredged to 16 feet below MLW with 2' overdepth and 7,165 cubic yards in Area 2 which is to be dredged to 12' below MLW + 2 feet overdepth. The material dredged fr om Plum Island Harbor is to be placed on the shoreline and as a dune, with all remaining material to be placed in upland diked disposal areas. The work at Plum Island may include installation of a geotube core within the dune cross-section for approximatel y 600 LF. The material dredged from Orient Harbor is to be placed in an upland diked disposal area, and transferred to Orient Point and to an unknown upland disposal area. Due to environmental restrictions, dredging will not be permitted from January 15 un til September 30. PIADC is a restricted area requiring advance clearance of any contractor personnel. PIADC provides specific documentation to visitors: A Visitor Application, Special Requirements for Contractors Performing Work at Plum Island Animal Di sease Center and Approval of Foreign Visitor (for permanent-resident, non-US citizens, employed by the contractor will be required. This documentation is to be completed and submitted to PIADC at least three days prior to any visits by U.S. citizens and po ssibly a month prior to any visits by non-U.S. citizens. The estimated construction cost is between $2 million to 5 milllion dollars. SURVEY FOR THE CONSTRUCTION CONTRACTOR INDUSTRY The following is a survey questionnaire designed to appr ise the US Army Corps of Engineers, NY District, of any prospective construction contractors project execution capabilities. What is your total bonding capacity? 10) Would you be willing to perform the dredging work during the night shift ? 11) Is your company a small or large business as defined by the SBA?
