Description
The United States Army Electronic Proving Ground (USAEPG) located at Fort Huachuca, Arizona, is soliciting potential contract sources having demonstrated capability and capacity to satisfy all or the majority of requirements associated in support of its assigned developmental testing mission for Command, Control, Communications, Computers, Intelligence, Sensors, and Reconnaissance (C4ISR) systems and advanced technologies. The end state objective is to provide quality, efficient, timely, and value ad ded test services in support of the Department of Defense (DoD) acquisition process; and ensure equipment, systems, system-of-systems, and proven network performance is available to the Warfighter, decision makers and those supporting the extended Global W ar on Terrorism (GWOT). In addition, we conduct rapid initiative testing and commercial customer specific testing, provide technical and combined direct support to the U.S. Army operational test community conducting field operational tests, military user tests, and experiments. USAEPG also supports military customers having joint missions, training development missions and the academic community. The proving ground, a test center, is subordinate to the U.S. Army Development Test Command (DTC) located at Aberdeen Proving Ground, Maryland; who in turn reports to the U.S. Army Test and Evaluation Command (ATEC), headquartered in Alexandria, Virginia. USAEPG is soliciting information for the purposes of: (1) performing market research analysis and to provide industry with additional insight into our requirements; and (2) to solicit comments for clarification of the Statement of Work (SOW). A draft copy of the SOW may be viewed at www.wsmr.army.mil/docpage/docpage.htm. The draft SOW is not intended to be util ized for pricing or proposal preparation purposes. All interested parties desiring to participate in this market research are invited to submit a summary of capability and capacity to meet the SOW, in 10 pages or less, addressing specific abilities to per form the stated effort described in the draft SOW. All interested parties are also invited to provide succinct comments to the draft SOW; comments and recommendations will be taken into consideration in the development of the final solicitation. Comments and recommendations to the SOW are to be submitted as a separate document (no page limit). No questions will be answered at this time and respondents will not be notified of the results of the market research. For planning purposes, the market research document (this document) and the SOW do not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the U.S. Government pay or reimburse for information solicited or produced and may not be construed as a commitmen t by the U.S. Government to enter into a contract. For all submissions, text must be formatted in 12 font size and Times New Roman font type. Submissions must be submitted electronically as an Adobe Portable Document Format (PDF); no other document forma t or type will be accepted. The summary of capability and capacity are to be submitted separately from the comment and or recommendation submissions and must each include a cover page with the following information: (1) Company/Firms legal business name ; (2) Mailing address; (3) A representative point-of-contact to include telephone number, facsimile number, and email address; (4) DUNS Number; (5) size of business by stating the average annual revenue for the past 3 years and average number of employees for the past 3 years; (6) whether a disadvantaged 8(a) company or firm; HUB Zone; woman-owned; veteran-owned; and or a service-disabled veteran-owned business; (7) the number of years in business; and (8) all affiliate information; parent company; joint ve nture partnered; potential teaming partners; prime contractor (if potential sub) or subcontractors (if potential prime). The cover page is not part of the 10 p age limitation for the summary submission. All responses shall be submitted to Mrs. Virginia J.
