Description
Services of an Architectural or Engineering firm with specialized experience in design of renovations within a 24/7 healthcare and medical environment, to participate in site investigation, design, preparation of working drawings/construction documents, and construction period services for Project 596-322, RENOVATE 3RD FLOOR FOR PRIVACY, IC, ACCESS, CDD at VA Medical Center, Cooper Drive Division, Lexington, KY. Design disciplines to include: architectural, mechanical/electrical, fire protection, and industrial hygiene services. Design must ensure that construction has minimal negative impact to existing medical center operations. This project renovates Building 1, 3rd floor north and south wings providing features of patient privacy, infection control, and accessibility. This project improves existing inpatient bed space to the newest standards of private rooms with private bathrooms (lavatories, tub/shower, commode). This project will renovate approximately 25,000 square feet on the north and south wings of the third floor. Through this renovation, the project replaces the outdated architectural layout of the 1960's designed nursing unit consisting of 4-bed, limited semi-private, and limited private bedrooms and using a congregate shower space with modern, up-to-date patient care rooms. Consideration will be given to maximizing the number of isolation rooms to allow flexibility in using positive/negative airflow arrangements throughout the project. Design shall include limited renovation of swing space on another floor to allow for closure of either wing (north or south) during the project's duration. Estimated construction cost range is between $5,000,000 and $10,000,000. Project will be accomplished in AutoCad .dwg format; specifications will be accomplished in Microsoft Word .doc format. Area of consideration is restricted to firms located within a 100 miles radius of VAMC, Lexington, KY, and is open to both large and small business concerns, in accordance with the Small Business Competitiveness Demonstration Program. North American Industry Classification (NAICS) No. 541310, with a size standard of $4.5 million is applicable. Interested firms, with required specialization, must submit three (3) copies of Standard Form 330, Architect-Engineer qualifications, to the issuing office no later than 2:00 p.m. EDT April 30, 2008. (Fed-ex or hand-carried submissions to be delivered to VA Medical Center, Attn: Angie Napier (90C), Bldg. 2, Rm. 206, 2250 Leestown Road, Lexington, KY 40511). Respondents will be reviewed on the basis of: professional qualifications; specialized experience and technical competence in projects of similar type, including experience in energy conservation, pollution prevention, waste reduction, and use of recovered materials; capacity to accomplish the work in the required timeframe; past performance on contracts with Government agencies and private industry for projects of similar type; team proposed for this project; previous experience of proposed team; project control (design schedule control and quality assurance reviews of submission documents); and estimating effectiveness. Each of these specific review items shall be addressed on the qualifications packages submitted. Note: Special consideration in the evaluation and selection process will be given to service disabled veteran and veteran owned small businesses. This is NOT a Request for Proposals. No solicitation package will be issued. See Numbered Note 24.
