Description
The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory has a requirement to address a need for a comprehensive study of the issues surrounding the removal of electrical power from equipment and systems in an underground mine under abnormal circumstances, such as loss of ventilation, detection of excessive methane, or after an accident such a fire or explosion. Key topics include removal of potential ignition sources, maintaining operation of critical mine monitoring and communication systems, practical aspects of mine evacuation and rescue operations, questions with respect to regulatory requirements, new Miner Act requirements, and a current lack of clear guidelines and accepted standard procedures. This project will ultimately develop guidelines for the mining industry to allow workers and emergency response to personnel to safely manage electrical equipment and systems in an underground mine during a mine emergency or under other abnormal circumstances. Request for Proposal (RFP) No. 2008-N-10253 will be issued on an unrestricted basis to full and open competition. The solicitation will be issued on or about April 04, 2008. Proposals will be due on or about May 05, 2008. Organizations interested in receiving a copy of the solicitation may submit a written request to DHHS/PHS/Centers for Disease Control and Prevention, NIOSH/Pittsburgh, Acquisition and Assistance Field Branch V, Post Office Box 18070, 626 Cochrans Mill Road, Pittsburgh, PA 15236-0070. Written requests submitted by facsimile to telephone number 412-386-6429 will be accepted. No telephone requests will be accepted. Please cite the solicitation number in your request.
