Description
The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), is conducting a Market Survey to identify potential sources capable of providing specialized engineering services to perform a design/build requirement for a Fuel Flexible Gasification System. THIS IS A SOURCES SOUGHT SYNOPSIS for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and NO contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The North American Industrial Classification System (NAICS) code for this effort is 334516 - Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. The Contractor shall provide all facilities, supervision, personnel, tools, equipment, and services to perform the contract requirements (a specified area at the NETL Morgantown, WV site will be available for constructing and testing of the gasification system). The U.S. Department of Energy, National Energy Technology Laboratory is developing Coal/biomass co-gasification technology to reduce the overall CO2 emissions associated with Integrated Gasification Combined Cycle (IGCC) power production. Coal/biomass mixture gasification presents many unique challenges. Individually, coal and biomass gasifiers are not easily adapted to support the co-gasification of coal/biomass mixture materials and define their physical and chemical behavior under high pressure and high temperature gasification conditions. To accomplish this, the construction of a small-scale, readily operated fuel flexible gasifier is necessary to generate char, tar, slag, and syngas samples to test process concepts, validate computer models, develop diagnostic tools, and screen the relative gasification behavior of coal/biomass mixture feedstocks. The objective of this requirement is to have a contractor design a high temperature, high pressure fuel flexible gasification system (designed to the operational parameters provided by DOE/NETL) suitable for kinetic experiments. Upon acceptance of the design elements, the contractor would then be required to fabricate the fuel flexible gasification system, install at NETL-MGN, test and operate the system demonstrating its operational functionality within the specified parameters provided, prepare operational manuals and train DOE/NETL personnel to operate and maintain the gasification system. The fabrication portion of this requirement would include an expressed warranty/performance guarantee as to the operation of the designed system. 1. Interested business concerns must provide detailed descriptions of capability and demonstrated past experiences addressing the design and construction of complex gasification systems. 2. If subcontracting is anticipated, demonstrated experience in successfully managing subcontracts and a detailed description of how the Contractor guarantees the performance and participation of the potential subcontractor. 3. Include your business size as it relates to the above stated NAICS code and size standard information listed. All interested parties responding to this market survey must submit their responses through via the Department of Energy Industry Interactive Procurement System (IIPS) no later than 4:00 PM Eastern Standard Time on April 2, 2008. Your response should be submitted using the ???Create Proposal??? function in IIPS. The respondent must then complete the required fields and attach their response to the link identified as ???Attach Volume I/Offer or Other Documents???. For consistency, the respondent is instructed to submit their response in either ???MS Word??? (.doc) or Adobe Acrobat (.pdf) format. Responses should be limited to the Contractors expression of interest, identification of business size, and demonstration of capabilities/experience based on the list provided.
