Description
Description This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Department of Energy???s Portsmouth/Paducah Project Office (PPPO) has a requirement for Headhunting Services to search for and to identify a qualified and experienced individual to fill the full-time permanent position of Site Lead General Engineer for the PPPO located in Portsmouth, Ohio. The Government anticipates the award of a Firm Fixed Price Contract as a result of this Request for Quotation. (RFQ).The Statement of Work for this requirement is as follows: 1.0 GENERAL SCOPE/OBJECTIVE The purpose of this task is to receive services through a headhunter to search for a qualified and experienced candidate for the Portsmouth/Paducah Project Office (PPPO) Site Lead position located in Portsmouth, Ohio. The position will be a full-time permanent, Excepted Service, General Engineer, EJ-801-IV, position. The salary will range from $91,781 to $146,828 per annum (salary includes Rest of US (RUS) locality payment of 13.18%). 2.0 BACKGROUND The Department of Energy (DOE), Portsmouth/Paducah Project Office provides focused leadership and oversight to the Environmental Management missions at the Portsmouth, Ohio and Paducah, Kentucky Gaseous Diffusion Plants. This work encompasses environmental remediation, waste management, and facility decommissioning and decontamination at the Portsmouth, Ohio site. 3.0 APPROACH The contractor shall provide the required resources and management to locate a highly qualified and experienced candidate for the Portsmouth Site Lead General Engineer position. To be considered a qualified vendor to perform this work, the vendor must have: a.) Experience in successfully searching and obtaining qualified candidates for the specific required job. b.) Examples in which the company has been involved in the process of searching for qualified executives to perform engineering and management work. c.) References of past contracted work done for either DOE or another government agency, or commercial company which is similar to the work about to be performed. 4.0 TASKS Search for executive level management candidates. To be considered minimally qualified, a candidate: a.) Must be a U.S. Citizen b.) Must be able to obtain a ???Q??? security clearance c.) Must meet time-in-grade requirements within 30 days of selection d.) Must meet qualification requirements within 30 days of selection e.) Have significant experience (7-10 years) supervising a diverse group of individuals to include engineers, scientists, and other professionals f.) Have significant experience (7-10 years), in a leadership capacity, managing a large, and complex environmental remediation, D&D or construction project to include experience in leadership, project management, regulatory interface, safety, and radioactive/ hazardous materials expertise g.) Have significant experience (7-10 years) interacting with senior State and Federal regulators, negotiating with regulators, interpreting regulatory policies and procedures, and drafting implementation requirements to support regulatory agreements. h.) Have significant experience, both orally and in writing, to converse, explain, and convey information, as well as lead discussions among various audiences, both interested and opposed, about highly scientific or complex program policy and regulations, including topics like nuclear waste, cleanup activities, and risk communications. i.) Have a Professional Engineering degree; OR a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR combination of education and experience equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. j.) The selectee is required to obtain and maintain Level 3 or Level 4 Federal Project Director certification. (for more details, see DOE O 361.1A) k.) Post and/or recruit for potential candidates with the above experience. l.) Review potential applicants for experience and/or educational requirements as stated above. 5.0 DELIVERABLES Within 60 days of contract award, vendor will: a.) Meet with customer to determine specific needs and desires b.) Utilize resources of company to search for highly qualified candidates c.) Provide customer with resumes of qualified candidates with a summary of the candidates strengths and weaknesses d.) Coordinate interviews with candidates who customer concurs are qualified 6.0 QUALIFICATIONS The headhunter services must be able to provide qualified executive candidates. 7.0 GOVERNMENT FURNISHED PROPERTY No office space or Government property will be furnished to Contractor. 8.0 ASSIGNMENT DATES/TRAVEL Depending on the location of the selected headhunter, 1-2 trips to Lexington, Kentucky and/or Portsmouth, Ohio may be required. 9.0 PERIOD OF PERFORMANCE The headhunter services will be provided from 5/1/2008 through 4/30/2009. This procurement is a total Small Business Set-Aside. The NAICS Code for this procurement is 541612, and the Small Business Size Standard is $6.5 million. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation that shall be considered by the Government. Pursuant to the Statement of Work, delivery of services shall be to the DOE???s Portsmouth Paducah Project Office (PPPO) located in Portsmouth, Ohio. Quotations for the headhunter services are due no later than 5:00 p.m. Eastern Standard Time (EST) on 4/10/2008. Quotations shall be submitted through the Department of Energy???s Industry Interactive Procurement System (IIPS) at the following website: http://doe-iips.pr.doe.gov. Mailed or faxed quotations will not be accepted. Award will be based upon best value to the Government using the following evaluation criteria: 1.) The contractor should have a minimum of three years experience in successfully searching for and obtaining qualified candidates for this specific position; 2.) The contractor should provide two examples of which the company has been involved in the process of searching for qualified executives to perform engineering work; 3.) The contractor should provide at least two references of past contracted work done for either DOE or another Government agency or commercial company which is similar to the work to be performed in the Statement of Work; and 4.) The contractor should provide the Government with an accurate price for the work to be performed for the period beginning 5/1/2008 and ending 4/30/2009. Each quotation will be judged on the adequacy of the responses provided for the four selection criteria. If more than one company satisfactorily meets these criteria???s, then price will be the final deciding factor in the Government???s selection decision. To be considered for award, a quotation must include the following: 1.) The completed SF 1449 Solicitation/Contract/Order for Commercial Items: 2.) Completed Representations and Certifications pursuant to the FAR Provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2007); 3.) Technical information that addresses the evaluation criteria in 1 through 3 listed above; and 4.) Price information. In addressing its price, the quoter shall describe its terms and conditions that pertain to placement fees and shall provide an explanation for how these placement fees will be applied. Additionally, the company shall explain its policy for replacement of employees who are leaving or who are terminated. The FAR Provision at 52.212-1, Instructions to Offerors-Commercial Items (NOV 2007), applies to this procurement. Quoters shall provide all of the information required by this provision. FAR Clause 52.252-2, Clauses Incorporated by Reference (FEB 1998) is applicable to this requirement. The contract resulting from this RFQ will incorporate one or more clauses by reference with the same force and effect as if they were given in full text.
