Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format contained in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 332994, with a size standard of 1,000 employees. Solicitation/Reference Number NFFKAE00-8-33636 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 effective February 28, 2008. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The items to be acquired are as follows: 1) New Glock G23 .40 Caliber Pistols with Trijicon sights, 5.5 lb. trigger and six 13 round magazines per pistol, Quantity: 30 each. 2) Glock Model 23P red frame, solid barrel, training pistols with finger groove and rail frame, 5.5 lb. trigger pull and three LE magazines per pistol, Quantity: 8 each. The resulting purchase order shall be negotiated on a firm-fixed price basis. These items are required to be the Brand Name Items specified above and shall be 100% new manufacture. Proposing used or reconditioned parts will result in your quote being eliminated from award consideration. The following provisions and clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation-Commercial Items. The Government may award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be the best value to the Government, price and other factors considered. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the needs of the NMFS Office of Law Enforcement; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable. FAR 52.204-7, Central Contractor Registration. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7608, Silver Spring MD 20910, to be received no later than 1:00 p.m. April 10, 2008. Responses may be faxed to 301-713-0806 or emailed to Robin.Prather@noaa.gov. Responses must be no more than five pages. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
