Description
The Contractor shall provide trained, qualified, and uniformed security escort services with a vehicle(s) to escort sensitive freight and hazardous freight in accordance with Department of Defense security requirements, terms and conditions in the contract. The security escorts shall protect cargo from unauthorized access, loss, theft, espionage, sabotage or any other type of criminal/terrorist activities. Security escorts and drivers shall hold valid secret security clearances. The contractor shall provide constant surveillance and custody service (CIS). The contractor personnel shall remain within 25 feet of the freight at all times while in transit. The contractor shall perform a piece count for material that is classified, sensitive and explosives. This action shall be performed prior to the departure of the truck(s) from applicable loading point. The Contractor shall perform a piece count using applicable form to be provided by the Government. The contractor shall provide dual drivers. The contractor shall follow applicable Government of Japan (GOJ) laws and trade practices. The Contractor shall immediately notify QAP or Contracting Officer of any conflicts between the two regulations. AREA OF PERFORMANCE: Performance shall be the routes as specified below. Between A and B below means one-way service would be required either from A to B or from B to A. Between Yokota and Misawa Between Yokota and Sasebo Between Yokota and Iwakuni Between Yokota and Sasebo via Iwakuni Between Yokota and Fukuoka Airport TYPES OF FREIGHT REQUIRING ESCORT SERVICES. The Contractor shall provide services for any freight which requires a high degree of protection while in transit as designated by the Ordering Officer. (i) Sensitive Freight: Sensitive freight shall consist of any freight which requires a high degree of protection while in transit as designated by the Transportation Officer. These items shall consist of: Registered Mail, Signature Service Cargo, Classified items etc. (ii) Hazardous Freight: Hazardous freight shall consist of low explosives, high explosives, or such other materials of explosives listed under the GOJ Explosives Control Law (Law No. 149, 4 May 1950, with revisions thereto) and other related laws/ordinances. The Contractor shall perform escort services when scheduled by the Ordering Officer at any time during any calendar day to meet established loading and unloading dates and times. The Contractor is required to follow the operational definitions and requirements such as (i) The Ordering Officer will place an order for service to the Contractor at least four (4) hours prior to the time that the service is required, and (2) The contractors security escort shall obtain Operation Security (OPSEC) training conducted by 730 AMS Security Manager prior to performance and annually after the initial training. The period of performance is anticipated to be for a one-year basic period with two (2) one-year options, for total three (3) years. The anticipated performance start date is 1 Apr 08. The service-rate includes but not limited to tolls, licenses, costs of overtime, holiday work, or for operations during stormy and or inclement weather Award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors stated in the solicitation that will be available on this web site.
