Description
NASA/GSFC has a requirement for maintenance service for an X-Ray Photoelectron Spectrometer with the following minimum specifications: - One (1) Preventive Maintenance Service - One (1) Emergency Visits - Two (2) PM Kits - Material Allocation Account (MAA) of $9,000 (the MAA balance remaining, if any, at the end of the contract is recoverable by either purchasing parts, supplies, or SPI products OR can be used to reduce the cost of the subsequent renewal contract). - Unlimited Phone Consultation - Renewal Term is April 1, 2008 through March 31, 2009 NASA/GSFC intends to purchase the items from Service Physics Inc. because the government currently has a maintenance contract in place for the system and Service Physics offers a unique roll over material allocation. The authority is FAR 13.206(b)(1) only one source reasonably available. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. DO rating is DO-C9. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Questions regarding this acquisition must be directed to the attention of Janicea L. McCree via e-mail at Janicea.L.McCree@nasa.gov or via facsimile at (301) 286-9159 by 4:30pm eastern standard time on March 24, 2008. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. eastern standard time March 31, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
