Description
NASA/ARC plans to issue a Request for Proposal (RFP) for SPACE TECHNOLOGY RESEARCH AND DEVELOPMENT (STRAD). This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541712 and 1,000, respectively. NO SOLICITATION EXISTS. THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. The anticipated release date of the DRAFT RFP is on or about MARCH 21, 2008. At that time, an amendment to this synopsis will be posted on FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. A PreSolicitation Conference and (2-hour) Walking Tour will be held on April 1, 2008 from 9 to 12. Due to badging requirements, only US Citizens will be able to obtain badges for this conference and tour. Further details will be provided in the DRAFT RFP. NOTE: To ensure the appropriate contract type is used, the Government is taking a second look at using a Cost-Plus-Award-Fee arrangement for this acquisition. Therefore, in addition to other comments on the DRAFT RFP, the Government is soliciting input regarding the type of contract to be used for this acquisition. Other contract types for consideration include both Fixed-Price and Cost-Reimbursement contracts, such as FFP, FPI, FPAF, CPFF, and CPIF. Please include information regarding why a particular contract type might be more appropriate (benefits and impediments), how that proposed contract type would affect costs and how you would propose. Please also address possible incentives / standards for technical, cost, and schedule performance; risk mitigation; employee and asset safety and security; innovative best practices; quality of service to users; responsiveness to changing requirements and budget; and identifying opportunities for technical and administrative improvement. The Contractor shall provide multidisciplinary engineering research and development, pursuant to task assignments issued by the Contracting Officer. Task assignments will be issued to perform services in the following areas: project management, systems engineering, research and analysis, design and development, testing, computer modeling, facility management and operation, support for third party Quality System, organizing and facilitating technical and working meetings and invitational travel for outside researchers, and other functions, which may include fabrication and fabrication support, necessary to complete projects. The Contractor shall provide management and administrative functions necessary to effectively and efficiently manage the work performed under this contract. The Contractor shall perform services required by task order in the following technical areas: a) chemistry and physics of hypersonic, chemically reacting, and radiating flows b) aerothermodynamic analysis of reentering spacecraft c) development and modification of computational fluid dynamics tools and their development d) aeronautics and space vehicle trajectory analysis e) materials science of ablative, reusable and multi-functional thermal protection materials f) experiment planning, execution, and analysis for high-enthalpy testing of materials and real-gas phenomena Facilities and labs which may be used during performance of this contract include, but are not limited to: a) Electric Arc-driven Shock Tube (EAST) b) ballistic range complex c) arc jet complex d) ceramics lab e) materials development lab f) materials characterization lab g) ultra high temperature ceramics lab Specific requirements will be defined for each task order according to the current and future needs of programs and projects involving the Space Technology Division. The Contractor may be tasked to accomplish either an entire project from conception to operation, or a specific part of a project such as design or testing. The current STRAD cost-plus-award-fee contract number is NNA04BC25C with Eloret Corporation. The current end date of the contract is September 30, 2008. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
