- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ??? San Diego intends to negotiate a sole-source contract modification with Signal Solutions, Inc. a subsidiary of General Dynamics Information Technology, Inc., Chesapeake, VA under their existing contract N66001-03-D-5065. This action will provide a five (5) month period of performance extension from 30 May 2008 through 30 October 2008 to allow sufficient time to conduct a competitive follow-on solicitation. This modification will not result in an increase in contract ceiling. This action is a sole source under the authority of FAR 6.302-1. This is not a request for proposal and no solicitation is available. Use of any other source for this modification would result in duplication of cost and time to develop the technical capability within another contractor's workforce resulting in substantial duplication of cost that is not expected to be recovered through competition as well as unrecoverable unacceptable delays. The solicitation number for the follow-on full and open competition is N66001-08-R-0008 and was synopsized on 5 February 2008.
