- Description
- The Naval Surface Warfare Center Division (NSWCCD) has a requirement to procure technical services in the area of Leading Edge Architecture for Prototyping Systems (LEAPS). The period of performance will be for a total of 5 years. This is a sole source action to be awarded as a new Cost Reimbursement type contract to University of Michigan, Department of Naval Architecture and Marine Engineering, 3003 South State Street, Room 1066, Ann Arbor, MI 48109. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) pursuant to FAR 6.302-1 - Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. The sole source is based upon the extensive technical knowledge and proprietary rights to the software to be used during performance of the contract. Note 22 applies to the extent the Government intends to solicit and negotiate wi th only one source under the authority of FAR 6.302.
