Description
The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for one base year and four one-year option years, not to exceed five years. The North American Classification System (NAICS) Code for this procurement is 541690, size standard $6.5M. This contract action will provide natural resource management services, including biological studies, evaluations, and assessments at various locations within the Naval Facilities Engineering Command Atlantic (NAVFAC LANT) area of responsibility. The locations are predominantly located in the eastern U.S., Africa, Europe, Southwest Asia, and Puerto Rico. Although the principal geographical areas are identified, services may be required to perform at any Navy or Marine Corps activity within the area covered by NAVFAC LANT. Additionally, individual task orders may be assigned worldwide. The contractor may also be tasked with providing the biological services described herein to any Department of Defense or other Federal agency activity. The following tasks are examples of biological services that may be requested under this contract: Wetland Delineations and Studies; Coastal Zone Management, Consistency Determinations and Shoreline Studies; Benthic and Water Quality Studies ; Rare, Threatened and Endangered Species Surveys, assessments and consultations; Landscape Design/Management; Archaeological Surveys in Support of Biological Services; Aerial Photogrammetric and GIS Mapping; Natural Resource Damage Assessments; Forest Inventories and Studies; Integrated Natural Resource Management Plans; Bird Avoidance Modeling/Bird/Aircraft Strike Hazard; Marine Resources; Applied Biology/Pest Management Services; Brochures and Presentations; Invasive Species Surveys and Management Plans; Miscellaneous Biological Resources Services; and Underwater Assessments or Monitoring. Work will be performed by the issuance of task orders. The Request for Proposal (RFP) will be made available via the Federal Business Opportunities website (www.fbo.gov) and/or the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) on 1 Apr 2008. All prospective offerors should download all pertinent documents from those websites. The due date for the proposals is 30 days, as stated in the RFP. Requests for solicitation documents by telephone, fax, or e-mail will not be honored. All interested offerors must be registered in the Department of Defense Central Contractor Registration (CCR) database. Be advised that failure to register in the CCR makes an offeror ineligible for award of DoD contracts. Information regarding this registration may be obtained by accessing by the website at http://www.ccr.gov/. Notification of any changes to this solicitation (amendments) shall be made only on the FedBizOps website. Therefore, it is the offeror?s responsibility to check the internet sites daily for any posted changes to the solicitation plans and specifications. The Government intends to make award to the offeror that represents the best value to the Government, price and non-price factors considered. Instructions and evaluation factors will be provided in the solicitation. All responsible offerors may submit a proposal for consideration. Responses to the solicitation shall be submitted in one original and six hard copies format, due at the office of NAVFAC LANT, 6506 Hampton Blvd, ACQ-11, Attn: Patricia Kaczka, Norfolk, VA 23508, NLT the date specified in the RFP. It is anticipated that award of the contract will occur August 2008.
