Description
The purpose of this Modification 0002 to Request for Information 08HQ16-NoSolicitation is to answer questions received as follows: 1. Question: Will a listing of interested vendors be published for possible teaming arrangements? Answer: This will be considered if and when the Government issues a formal solicitation. 2. Question: Will the anticipated solicitation be Full and Open? Answer: We are in an information gathering stage. The determination as to whether we will go forward with an acquisition and the method by which this will be accomplished has not been made. 3. Question: Will time be allotted for vendors to survey the site prior to the solicitation to determine their recommendation for either Option 1 or 2? Answer: There will be a site visit planned when and if a solicitation is issued. 4. Question: If a site survey is not anticipated, has an obsolescence study been performed and will that study be provided to each interested vendor? Answer: There has not been an obsolescence study, but the following will apply: 1-If the USGS generates an obsolescence list, the list will be made known to each vendor. 2-If the Vendor has a recommendation for declaring a component of the system obsolete, USGS will consider that option, but it should better the performance and/or reduce cost. Specifically, the USGS is interested in reducing ground station operations costs. 5. Question: As part of the solicitation, will a sparing concept be a requirement? Answer: No, sparing will not be a requirement for initial evaluation. Although, the USGS will be open to recommended options; especially ones that save costs and reduce operational risk. 6. Question: What additional logistical requirements are anticipated, ie. RISRPL, recommended spares report, MTBF & MTTR reports, MDemo etc.? Answer: The USGS requires recommended spares reports, MTBF papers, and MTTR reports, but not necessarily RISRPL or MDemo items. 7. Question: Will a Technical Data Package (TDP), including drawings, be required and at what level? Will an FCA and PCA be required on the data package? Answer: Yes, the USGS will want TDP, "as built" drawings, and all technical manuals. 8. Question: Will Interactive Electronic Technical Manuals (IETM) and Computer Based Interactive Training (CBIT) be a requirement? Answer: No, IETMs and CBITs will not be a requirement. 9. Question: Who is the original equipment manufacturer/supplier? Answer: Antenna: Datron Transco Integration: Allied Signal and Raytheon 10. Question: How long has the antenna been deployed? Answer: Built 1997 and operational 10 years (since 1998). 11. Question: What is the antenna Feed? Answer: Dual-Polarization S and X-Band. 12. Question: What is the antenna control unit's make and model? Answer: Standard Datron ACU; model number 128280-01. 13. Question: Where is the antenna site physically located? Answer: USGS EROS Center, 47914 252nd Street, Sioux Falls, SD 57198 14. Question: Your Source Sought notice mentions that NAICS code 334200 will be used to determine small business status. However, the notice does not indicate whether or not the evaluated procurement will in fact be set-aside for a small business. Has a determination been made yet as to whether this will be a small business set-aside? Or will that be determined later? Answer: The Request for Information was issued to gather information for planning purposes. A determination has not been made at this time as to whether we will move forward with a solicitation or what type it will be.
