- The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 22, has a requirement to develop an Internet Care Giver Support Program (ICGSP). It is VA's intention to solicit and award a sole source contract with Stanford University. The intent of this Request for Quote is to enter into a requirements contract to provide all necessary labor, facilities and management to perform the development of an Internet Care Giver Support Program that will be provided for both VISN 22 and VISN 21. Based on the successful Internet Chronic Disease Self-Management Program developed by Stanford's Principle Investigator and contact for this program, the program will allow VA family and informal caregivers who support Veterans with long-term illness to learn and practice new skills that will help them better meet the challenges of their environment. This process will occur through interactivity with a web-based training program, communication with course facilitators and other course participants for the purpose of solving problems, gaining self-management skills and giving and gaining support. This project has a very short time-frame and must be completed prior to October 31, 2008 and Stanford University has experience developing this type of program and is the only known expertise in this area. This notice is not a request for competitive proposals/quotes; No solicitation package will be available. A determination by the Government not to compete this proposed contract is entirely within the discretion of the Government.
