Description
The Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Operational Systems (OOS), Maintenance Branch intends to solicit on a non-competitive basis with Vince Industries of Lenexa, KS for the purchase of 200 Emulators which allows the Automated Surface Observing System (ASOS) to communicate with the American Power Conversion (APC) Uninterruptible Power Supply (UPS). The NWS Maintenance Branch has a requirement to purchase a replacement for the SOLA UPS which is obsolete and cannot be repaired due to the unavailability of spare parts. The APC UPS will replace the SOLA UPS. In order to accommodate the replacement UPS, the ASOS software is required to communicate with the APC UPS in order to provide status monitoring capability. Without this monitoring capability, the backup power function of the APC UPS cannot be interrogated for proper operation within the ASOS. The Emulator?s software is proprietary to Vince Industries. This software is the only known communications software that meets the requirements of allowing the ASOS software to communicate with the APC UPS. The quantity purchased at time of award will be 100 with an optional quantity of 100 being purchased within a 1-year period. This requirement is being accomplished in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 253(c)(1). Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates their thorough knowledge and understanding of the ASOS software. All responsible sources must submit a written narrative statement, of the equipment?s ability to perform as specified, including detailed specification information and other literature sufficient to permit agency analysis. This is in order to determine bona fide capability to meet the requirement. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government. All responsible sources will be considered in evaluating the determination to issue a sole source contract award. A firm fixed price purchase order is contemplated for this effort. Affirmative written responses must be received no later than 24 March 2008, 2:00pm.
