Description
This announcement updates the status of the Missile Defense Agency (MDA) Engineering and Support Services (MiDAESS) program. Lt General Trey Obering, Director, MDA selected Ms. Carolyn Goldberg as the permanent MiDAESS Program Manager (PM). Her appointment was effective December 11, 2007. The Draft Request for Proposal (DRFP) is an overarching view of the MiDAESS program requirements. The DRFP contains the basic contract structure; an executive summary; general information and instructions; clauses; schedules; contract administration data; evaluation factors for award; and deliverables. Requirements are identified in 15 functional appendices. We request that interested companies submit questions by completing the Question Form at Attachment 18. Questions are due by 5:00 PM CST, Friday February 12, 2008 to MiDAESS@mda.mil. As previously announced, the MDA will hold Industry Days to discuss the MiDAESS acquisition on Tuesday, February 5, 2008 in Huntsville, AL and Thursday, February 7, 2008 in Arlington, VA. The primary purpose of these meetings is to provide industry with an update on the MiDAESS acquisition and to review the information provided in the DRFP. As stated in the announcement dated January 12, 2008 (Modification 6) - the same information will be presented at both sites. Companies will be allowed to attend only one of the meetings. The Industry Day on February 5 will be held at the Von Braun Civic Center located at 700 Monroe Street, Huntsville, AL 35801 (phone number 256-533-1953). Registration begins at 7:30 AM. The meeting is scheduled for 8:30 AM to 4:00 PM CST (Note: There will be a 90 minute break for lunch). The Industry Day on February 7 will be held at the Doubletree Hotel, Crystal City located at 300 Army Navy Drive, Arlington, VA 22202 (phone number 703-416-4100). Registration begins at 7:30 AM. The meeting is scheduled to run from 8:30 AM to 4:00 PM EST. (Note: There will be a 90 minute break for lunch). Attendance is limited to two (2) representatives per company and pre-conference registration is required. Use the registration form on the web site (http://www.fedbizopps.gov) and submit in accordance with the directions listed on the form. Contractors who have already submitted a registration form - DO NOT RESUBMIT. To verify receipt, please call Bonnie Patterson at 256-450-1489 or e-mail bonnie.patterson@mda.mil. Registration will be available through close of business 5:00 PM CST, February 1, 2008. If seating is filled at one site, the company will be contacted and accommodated at the other site until all available space has been exhausted. Late registration will be accepted only if there is space available at the requested location. Please note there is a fee for parking at both sites. The Government is not liable for any expenses incurred by an attendee or eventual offeror in order to attend this conference. Participation is limited to cleared U.S. companies or U.S. foreign owned companies with Foreign Ownership Control or Influence (FOCI) mitigated through approved mechanisms, therefore this meeting is not open to foreign firm participation at either the prime or subcontract level. To finalize our market research, a "Sources Sought" questionnaire is included with this announcement. Companies who previously held one-on-one meetings with the MDA are already included in our research and do not need to provide further information unless you determine an update is required. Actual or potential Organizational Conflicts of Interest (OCI) must be addressed prior to proposal submission. We encourage companies to read clause H-08 "Organizational Conflicts of Interest" (OCI) (DEC 2007) in the DRFP. Use the "OCI Form", listed as Attachment 17 to the DRFP to provide information to the government, if you believe you have either an actual or perceived OCI with this effort. Follow the instructions listed on the form.
