- Description
- The General Services Administration, Pacific Rim Region, is requesting proposals from renewable electric generation suppliers to provide renewable energy certificates (RECs) for the San Francisco Federal Building. The successful offeror will supply up to 3,126 MWH of RECs, as described on the accompanying SF 18, request for quotes. The procurement method will be a lowest price technically acceptable selection conducted in accordance with Part 13 (simplified acquisition) of the FAR. The Government intends to award a contract to the offeror that offers the lowest price per MWh for RECs and meets the solicitation's minimum technical requirements. Technical requirements are per the SF 18, USGBC LEED-NC, and FEMP Renewable Energy Requirement Guidance for EPACT 2005 and Executive Order 13423. GSA will refer proposals to its LEED consultant for determination of compliance with LEED-NC requirements. Quotes are due no later than 12:00 Noon PDST March 26, 2008 by email (PDF attachments) to Mark Levi at Mark.Levi@gsa.gov. Quotes must consist of (1) the completed and signed SF 18, and (2) a letter-format proposal stating production source (type, age and location), vintage of RECs to be delivered, and method of third party verification. Price should be per MWH and line item total. This procurement is being conducted as a small business set-aside. The NAICS Code for this procurement is 221119.
