Description
This requirement is for the procurement of a construction firm to provide all supervision, labor, materials and equipment necessary for the masonry restoration of the Fa?ade of the William J. Nealon Federal Building at 235 N. Washington Avenue in Scranton, PA. The ornamental terra cotta cornice on the building is in disrepair and in need of some restoration. Water has infiltrated the structure and caused the support steel to rust and expand causing cracks and irregularities in the cornice itself. The cornice will be incrementally removed and if possible salvaged. While removed, the support steel will be replaced and repaired where applicable. Portions of the fa?ade will be repointed and some dutchman repairs are necessary. Window lintels will be repaired or replaced as necessary. Large cracks in the masonry will be repaired and associated masonry units will be replaced in kind. Decorative metal flag poles attached to the fa?ade will be restored to their original appearance. Sections of the fluting on the marble engaged columns have chipped away and also need some repairs. The front entrance steps will need some repointing and the railings will be repaired. Once everything is addressed, the exterior of the building will need a thorough cleaning. A micro-abrasive cleaning system will be employed to achieve the level of cleanliness established in the mock-ups. Where a biocide/antimicrobial agent indicated will also be utilized. The successful firm must have previous experience with similar size and scope of construction projects with particular emphasis on terra cotta cornice of the building. GSA has defined similar size and scope to be: projects with masonry restoration and terra cotta replacement of an office building (Governmental, Courthouse, or Institutional) that have been completed in the last 10 years of approximately $1 million dollars or more. The contractor's personnel will be required to obtain security clearances prior to working on this project. The approximate duration of the contract is 300 calendar days from the Notice to Proceed. The estimated cost of this project is between $1,000,000.00 to $3,000,000.00. Award will be full and open competition. The procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, offerors will be evaluated based on technical merit with respect to demonstrated successful past performance, current projects, Team Organization/Communication qualified/experienced personnel and on their price proposals The acquisition process shall consist of two phases: Phase 1- Receipt and evaluation of technical proposals utilizing selected drawings and a draft RFP with the technical evaluation factors. Phase 2 - Develop an advisory short list based on technical qualifications/proposals of the most technically qualified firms. In this stage, GSA will provide notification to each firm with regards to their technical rating. This phase also consists of receipt and evaluation of price proposals based on 100% construction documents (a competitive range will then be developed by the Contracting Officer). Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer during Phase 1 will preclude further participation on this acquisition. For this procurement, technical evaluation factors are more important than cost or price. The Government has reserved the right to make an award without discussions. The technical evaluation factors for the evaluation process are, in descending order of importance: 1- Past Performance on five (5) projects of similar scope and complexity, 2- Key Personnel & Experience. The NAICS code applicable to this project is 238140. This procurement is being solicited under Full and Open Competition with a competitive negotiated Request for Proposal (RFP). This announcement also constitutes the synopsis of the pre-invitation notice. Copies of this Solicitation (RFP) and drawings can only be obtained by accessing a secure website known as the Federal Technical Data Solutions (FEDTeDS). FEDTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition material. Potential offerors will be responsible for downloading the solicitation (specifications, drawings, clauses and bid forms) and for monitoring the website for possible amendments and/or other additional information Potential offerors must register on the FedTeDS website to have access to solicitation material.
