Description
NAICS Code: 514191 The U. S. Environmental Protection Agency (EPA) Clean Air Markets Division (CAMD) intends to award a sole source purchase order under the authority of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures to Global Energy Decisions (GED). Period of performance is March 25, 2008 through March 24, 2009. The purpose of this purchase order is to obtain power market data and integrated analytical tools in support of EPA monitoring activities. The North American Industry Classification System (NAICS) Code for this procurement is 511120. It has been determined that because of GED's Velocity Suite is a unique application due to the unified, detailed, historical dataset provided on the electricity generating sector. This includes : Over 500 datasets are linked by a common identifier allowing disparate sources of data on fuels, unit and operating characteristics, financial information and transmission to be linked to each facility, covering some 23,000 electricity generating units; and original research that is not available from any other source. No other firm possesses the needed qualifications of GED. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announce will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
