Description
In accordance with FAR 13, OTS hereby publishes this intent to negotiate and enter into a sole source purchase order with Marx Enterprises to support its conversion of its HR and payroll system to Treasury's HR Connect system and to the USDA's National Finance Center (NFC). The Office of Thrift Supervision (OTS) currently administers in-house a full range of HR and payroll services for a workforce of approximately 1,100 employees located at its Washington headquarters and at five regional offices. Planning for this conversion effort is currently underway, and conversion is expected to occur during NFC's 2008 pay period 17 (August 17 - 30, 2008) and HR Connect's pay period 18 (August 31 - September 13, 2008). Objective and Scope: The objective of this contract is to help OTS and its partners at Treasury and NFC successfully migrate OTS payroll and HR processing to HR Connect and NFC by independently verifying and validating OTS, Treasury and NFC project efforts. The Contractor shall apply his or her expertise in similar payroll conversion efforts to constructively engage with OTS and its partners in effectively planning and executing the migration to HR Connect/NFC. Tasks: Tasks and activities in support of the objective described above include: - Reviewing and analyzing project plans, test plans, risk management plans, and other documentation produced by OTS and its partners at Treasury and NFC; - Preparing work plans, schedules and other project documents necessary to manage this independent verification and validation effort; and - Designing, conducting and providing support for capability and performance tests of OTS's payroll and HR functions in the new HR Connect/NFC operating environment. Frequent collaboration with OTS management and the Treasury/NFC implementation team will be required to successfully perform the tasks identified above. Deliverables: Analytical Reports. As directed by the Contracting Officer's Technical Representative (COTR), the Contractor shall make oral and/or written presentations to OTS, Treasury or NFC staff on any of the topics described in sections (2) and (3) above. Included in this category of deliverable are plans necessary to support analysis activities - for example, test plans - as well as participation in or support of the analysis activities themselves. Weekly Status Reports and Meetings. The Contractor shall provide the COTR with a Status Report for each work week during which the Contractor works hours billable under this contract. The Contractor shall work with the COTR to determine the format and content of the Status Report. The Contractor shall make him or herself available to meet with the COTR on at least a weekly basis to discuss the Status Report and other project issues. Place of Performance: Work under this contract shall be performed at the Contractor's place of business, at OTS Headquarters in Washington, D.C. or, as necessary, at Treasury facilities in the Washington, D.C. metropolitan area. Occasional travel outside the Washington, D.C. metropolitan area may be required; all travel outside the Washington, D.C. metropolitan area shall be approved in advance by the COTR. The Contractor shall not invoice OTS for travel within the Washington, D.C. metropolitan area. Hours: Meetings and teleconferences requiring the Contractor's participation shall generally be scheduled during normal OTS business hours (9:00am through 5:00pm, ET.) The Contractor shall agree with the COTR on specific hours each week during which the Contractor shall be reachable by phone or e-mail during the normal OTS business hours specified above. Qualifications: The Contractor should: - Possess a detailed understanding of the complexities of migrating Treasury bureaus' proprietary payroll and HR processing systems to the Treasury Human Resources Line of Business (HRLoB) platform, based on having assumed a significant leadership role in at least one such migration; - Have extensive experience collaborating with Treasury HR Connect and National Finance Center management and technical staff on complex data and system interoperability issues; - Have a broad range of experience with the unique payroll and HR processing needs of non-appropriated Treasury bureaus that support significant mobile/traveling workforces; and - Demonstrate in-depth experience in resolving problems related to automated human resources systems that are based on multiple, interoperating application components and complex inter-system data flows. The OTS intends to solicit and negotiate with only one source under the authority of FAR 6.302. A purchase order will be awarded after determining that it is the most advantageous means of satisfying OTS's needs. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received with pricing and sufficient technical documentation to establish a bonafide capacity to meet the requirement received by 2:00PM EST, 3/20/08 will be considered by the Government. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive proposals and no solicitation document is available. Such information, if submitted, should be emailed to Isabel.romancogswell@ots.treas.gov .
