Description
The U.S. Bureau of Reclamation, Snake River Area Office in Boise, ID, intends to award a sole source purchase order to Water District 1, 900 North Skyline Drive, Suite A, Idaho Falls, ID 83402, for streamgaging services. Reclamation, the State of Idaho, and USGS share the need and responsibility to measure water in the upper Snake River basin. Streamgaging services are required by Reclamation to operate dams and reservoirs to fulfill authorized purposes and to implement spaceholder contracts. Similarly, Idaho, Water District 1 requires much of the same data to administer water rights and accomplish water right accounting. USGS is the federal agency charged with coordination and oversight of water measurement and data publication nationwide. Streamgaging services shall be provided for the following gages: Snake River near Moran, WY (Jackson Lake Dam), Snake River below Flat Creek near Jackson, WY, Snake River above Reservoir near Alpine, WY, Snake River at Flagg Ranch, WY, Pacific Creek, WY, Buffalo Fork above Lava Creek, WY, Greys River, WY, Salt River near Etna, WY, Willow Creek below Tex Creek, ID, Willow Creek below Ririe Dam, ID. Services provided for each of these gages include: 1) Continuous logging and telemetry of stage data; 2) Periodic (6 week typical in summer, 2 months in winter) current meter checks of the stage-discharge relationship; 3) Reduction of the stage data to a discharge record, 4) Providing Reclamation with updated stage-discharge tables or corrections for use in Reclamation's HydroMet system, 5) Quarterly distribution of "provisional" data, and 6) annual publication of the final record in "Water Resources Data - Idaho" and making real-time and final data available on the USGS Water Resources website.The NAICS code for this requirement is 924110, Administration of Air and Water Resource and Solid Waste Management Programs (no size standard established). The Government intends to solicit and negotiate with only a single source under the authority of FAR 6.001(a) using FAR Part 13 Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals and there is no solicitation available. However, proposals received by March 31, 2008, will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
