Description
The Armys senior leadership is committed to giving back to America for the service of its citizens and to provide greater opportunities for children to engage in science, math and technology based activities as a means of stimulating more students t o pursue careers in science, math, engineering and technology. Driven by this commitment, the Army created a nationally recognized; Army branded web-based, science, math and technology competition for middle school students called eCYBERMISSION. The we bsite for the eCYBERMISSION Program is http://www.ecybermission.com. The U.S. Army Research and Development Command (RDECOM) is hereby announcing its intent to issue a Program Announcement (PA) under W911NF-08-R-0003 for performance of the eCYBERMI SSION Program. eCYBERMISSION is the Armys Educational Outreach Program; a web-based, national science, math and technology competition for youths ages 11-15. The eCYBERMISSION competition allows students to compete for regional and national awards by c arrying out research projects that are proposed solutions to their local community's challenges and concerns. This real-world application of science, math and technology encourages students to consider these areas for future study and careers. The Armys primary objective under this PA is to obtain professional marketing, promotion, communications, and sales services with professional program/competition administration and website administration, to insure both participation and quality goals are met. < BR>The effort to be performed consists of three Program Tasks. Program Task 1 is Development And Execution Of Annual Marketing, Promotion, Communications And Participant Completion Plan To Achieve Current Year And Long-Term Program Goals. Program Task 2 is Planning, Administration And Execution Of The Annual eCYBERMISSION Competition. Program Task 3 is Perform Content Management And Content Refreshment Of The ECYBERMISSION WebSite. Award will be made on the basis of the best value to the Go vernment. The Government anticipates awarding one Procurement Contract or one Other Transaction Agreement as a result of this PA. The type of award instrument is subject to negotiation. The Government reserves the right to negotiate the type of award ins trument determined most appropriate under the circumstances. Program Task 1 is expected to be performed on a Cost-Plus-Incentive-Fee (CPIF) basis, with an incentive included of additional fee to be earned as a result of meeting the Program goals under the Target Cost. Program Tasks 2 and 3 are expected to be performed on a Cost-Plus-Fixed-Fee (CPFF) basis. It is anticipated that performance of any award resulting from initial proposal selections will begin 1 July 2008, and consist of a Base Period of twe lve (12) months and three Option periods, each with a performance period of twelve (12) months. The award resulting from this announcement may be incrementally funded. The PA contains information about funding levels. This announcement is extend ed to all capable and qualified sources, including but not limited to institutes of higher education, and all private or public companies. The Government encourages responses to this PA by non-traditional defense contractors, nonprofit organizations, educ ational institutions, small businesses, small disadvantaged business concerns, Historically-Black Colleges and Universities (HBCU), Minority Institutions (MI), and large businesses. However, no portion of this PA will be set aside for organizations of a s pecific business classification. Any responsible and otherwise qualified organization is encouraged to respond. To be considered for award, proposals must be received no later than 12:00 noon ET (local time in North Carolina) on 14 April 2008.
