GEARSHAFT TRANMITS POWER FROM THE STARTER TO THE GEARBOX TO START THE ENGINE AND PROVIDES POWER TO OTHER UNITS AND ACCESSORIES. MATERIAL: STEEL. Item Qty Range: Range A - 9 each through 33 each & Range B - 34 each through 51 Destn: FB2039, Tinker AFB, OK, 73145-9013. Delivery: 31AUG2009, 34.00 Ea. 11. Mandatory Language: To be eligible for contract award, offerors must be an approved source. The only available source is Pratt & Whitney, East Hartford, CT. 06108 cage code 52661. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s)listed. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION. Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of the SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible Source Approval for future awards. If an offeror's SAR package is approved, and since a first article will be required, the solicitation will be amended to include first article line items and clauses. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
