- FA8604-08-Q-7494 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The RFQ number is FA8604-08-Q-7494. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 Effective 25 January 2008 and Class Deviation 2005-00001, Current to DCN20080124 Edition. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
