Description
COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for proposal (RFP). Submit written proposal (to include price quote for all CLINS) on RFQ reference number FA2517-08-T-6046. (III) This solicitation document and incorporated provisions and clauses are those in effect through Fed Acquisition Circular 2005-24. (IV) This solicitation is a Small Business set-aside. (V) This combined synopsis/solicitation is for the following commercial items (See Statement of Work for additional information): - 6 sets of hardware - 6 sets of halogen lights - 56 photo-mural panels (of which 12 will be "end caps") - 4 sets of black fabric back panels (16 panels). (Suitable for applying velcro tape) (VI) Description of requirement: This is a brand name or equal item (VII) Delivery FOB Destination to USNORTHCOM, Peterson AFB, CO 80914 (VIII) FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2004), applies to this acquisition. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. A contract will be awarded to the vendor using the following criteria to determine best value to the Government: Lowest price. (X) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). (XVII) Please direct any questions regarding this solicitation to A1C Tess Foster at tess.foster@peterson.af.mil STATEMENT OF WORK FOR U.S. NORTHERN COMMAND AND NORAD PUBLIC AFFAIRS 1.0 DESCRIPTION OF SERVICES: Develop an NORAD exhibit/display 1.1 ORGANIZATION BEING SUPPORTED: U.S. Northern Command and the North American Aerospace Defense Command Public Affairs Directorate 250 Vandenberg St., Suite B016 Peterson AFB, CO 80914-3838 Telephone 719-554-6889 Fax 719-554-3165 1.2 BACKGROUND: On May 12, 2008, NORAD celebrates the 50th Anniversary of the signing of the landmark bi-national agreement. The Commander of NORAD has approved a comprehensive celebration plan, which includes internal and external exhibits. The internal exhibits will be set up at NORAD headquarters and at regional headquarters. The external exhibits will be placed at key locations in Canada and the U.S., including embassies, consulates and airshows. 1.3 OBJECTIVE: The exhibits will express the key themes of the over-all campaign: mission evolution, modernization, partnership, the bi-national relationship and the people who NORAD serves. The overarching message will be: Guarding what you value most. The main theme focuses on the bi-national relationship. 1.4 OVERVIEW OF SERVICES REQUIRED: Provide six (6) 10? full-photo mural curved pop-up kits, with halogen light fixtures. Each kit to include: ? Extruded Aircraft Grade Aluminum Frame ? 3-Piece Elastic-Connected Magnetic Channel Bars w/ Bag ? Full set of graphic panels: o 27.5"W x 89"H Full Color 1200 DPI Ink Jet PhotoMural Center Panels o 20"W x 89"H Full Color 1200 DPI Ink Jet PhotoMural End Cap Panels ? 150 Watt Halogen Light Kits w/ Bulbs ? Hanging Hardware/ Kick Plates for all Graphic Panels, and (1) 27.5" x 16" x 40" Molded Oval Shipping Case w/ Wheels ? Sixteen (16) fabric panels as described under ?1.5.1. Eight Internal Exhibits.? Exhibits to arrive at destination no later than 21 March 2008. Questions Regarding Solicitation FA2517-08-T-6046 Q1: MOST IMPORTANT IS THE TURNAROUND TIME. DO YOU REALLY NEED EVERYTHING DELIVERED BY MARCH 21? A1: I need two external exhibits soonest- one for Tyndal AFB in Flordia no later than 27 March 2008- The other to the must arrive no later than 4 April 2008 at the US Embassy (Mr. Mark Jimmo, US Embassy, 490 Sussex Drive, Ottawa, Ontario, Canada K1N 1G8) *****this address has replaced in the Statement of Work*****. Internal exhibits have greater flexibility- four sets of hardware and one full set of photo murals each (fron and two end caps), and one set of fabric panels (4 panels for the back) need to be shipped to the final by 7 April- four additional photomural panels need to be shipped to the four destinations by 1 may. Q2: THERE ARE MANY DIFFERENT TYPES OF POP-UP FRAMES ON THE MARKET. THE PRIMARY MODEL THAT WE SELL HAS PANELS SLIGHTLY LARGER THAN THE SIZE SPECIFIED ( OURS IS 29.5X90?) IS THIS A PROBLEM? A2: the main constraint is that it must fit in a standard 10 foot trade show booth. Q3: I ASSUME THE ART WILL BE PROVIDED IN INDESIGN, ILLUSTRATOR OR PHOTOSHOP? A3: Yes, one of those. Please state your preference Q4: IS THERE A BRAND NAME THAT YOU WOULD LIKE QUOTED? IF NOT, WHAT BRAND HAVE YOU USED IN THE PAST? A4: Any brand will do, provided it fits a standard 10 foot trade show booth. Q5: HOW LONG WILL THE PRINTS BE ON DISPLAY? A5: the internal exhibits will be up for a period of one month at a time each. Q6: DO YOU PREFER A GLOSS, SEMI-GLOSS OR MATTE FINISH TO THE PRINTS? A6: Semi-Gloss is prefered Q7: DO WE NEED A UV PROTECTIVE COATING FOR PRINTS? A7: UV coating for external exhibits only. Not required for internal exhibits. Q8: DO THE SPECS HAVE TO MATCH THE SOW EXACTLY THE WAY THE SPECS ARE STATED IN SECTION 1.4? Q8: Other structural alternatives may be supplied, provided that they fit in a 10 foot exhibit. Each of these units will have 4 main panels and 2 endcaps (photomural panels) Each unit will also have one additional center panel Therefore, total photomural panels for the External displays: 10 main center panels; 4 end caps -----INTERNAL DISPLAYS: There will be four units produced (i.e, four sets of hardware, four sets of lights, etc.) ? one to be shipped to each of the four locations listed in the SOW Must fit a 10-foot trade show booth. Other models than that listed in the SOW or hardware units are acceptable.
