- Description
- The International Boundary & Water Commission, United States Section (USIBWC), requires the furnishing of labor, materials, and equipment to rehabilitation of approximately three and three-tenths (3.3) miles of existing levee, from just north of the Hidalgo ? Reynosa International Bridge (near the end of the floodwall) to approximately three and three-tenths (3.3) miles north. The levee elevation is to be raised approximately four (4) to nine (9) feet. Various appurtenances to the levee (sluice gates, pipe crossings, connecting roadways, etc.) are to be rehabilitated also, to accommodate the new height of the levee. The project is located near the City of Hidalgo, Hidalgo County, Texas. The estimated range of construction is between $5,000,000 and $10,000,000. Tentative dates for issuing and opening IFB IBM07B0005 are November 20, 2007 and December 20, 2007, respectively. The solicitation is for a firm fixed-price construction contract. The performance period is 180 calendar days from Notice to Proceed. Award will be based on the lowest overall price to the Government. The solicitation documents, including plans and specifications, will be available for inspection at the International Boundary & Water Commission, US Section, 4171 North Mesa, Building C, Suite 224, El Paso, Texas 79902-1441. Copies of the bid packages are available at no charge. All requests for bid documents must be in writing by September 21, 2007 by letter, facsimile to (915)832-4192, or e-mail message to colleenelliott@ibwc.state.gov, telephone request will not be accepted. Requests for bid documents must be sent to the preceding address, ATTN: Colleen Elliott. Requests must include business name, point of contact, address, telephone, fax machine and cell or pager numbers (include area codes), e-mail address (if available), and IFB number. Offerors must attend the mandatory pre-bid conference and site visit at the time designated in the IFB. Offers will not be accepted from firms that do not do so. The North American Industry Classification System (NAICS) code is 237990 for Levee Construction. The small business size standard is $31,000,000 in gross receipts, averaged for the past three years. The Federal Product Service Code (FPSC) is Z219 for the maintenance, repair and alteration of other conservation structures. The project is a full and open competition.
