*************Please contact Joe McCollister/Contract Specialist via email at joseph.m.mccollister@nasa.gov or fax 256-961-4753. ********************* NASA/MSFC has a requirement for one thermal catalyst. The thermal catalyst will be purchased from Environmental and Life Support Technology, Inc. D.B.A. ELS only for the following reasons. 1. The purpose of this procurement is to support the development of thermal catalysts for the NASA Exploration Mission. These thermal catalysts are specific for the catalytic oxidation of volatile organics in aqueous waste streams during manned missions. The limited funding available will support only the procurement of one catalyst already developed and ready for testing. The principal investigator for this research effort at MSFC has extensive experience in this field (19 years at MSFC supporting the development of technologies for water recovery systems), and is thus aware of current research in this field. As such, there are a limited number of companies that are capable of manufacturing catalysts for this specific application. Two such catalysts are already in possession at the MSFC ECLS Test Facility based on previous research performed with other contractors. ELS Technology, Inc. has developed the catalyst on synthetic carbon substrate under a Small Business Innovative Research (SBIR) program. However, insufficient catalyst was manufactured during this effort to support the MSFC evaluation. Therefore, this procurement will acquire the catalyst previously developed by ELS Technology, Inc. for further evaluation at MSFC. 2. ELS Technology, Inc. is a small business that has had multiple successful research projects with NASA and specifically MSFC. This company has significant expertise in the development of thermal catalyst; therefore their involvement in this program will take advantage of their intellectual property in the field of thermal catalyst development. In addition to the existing thermal catalyst, ELS Technology has previously developed two other catalyst technologies with application to the NASA Exploration Mission. However, additional development effort will be required before catalyst procurement is merited, and insufficient funds are available at this time. 3. Based on the expertise of the Principal Investigator in this field, the only available catalyst that can be purchased with the funds available in FY08 is that catalyst developed by ELS Technology, Inc. Funding available in future years will provide the opportunity to compete (in a full and open competition) research efforts among qualified companies toward the development and delivery of viable catalysts. However, given the limited funds available in FY08, the catalyst available from ELS Technology, Inc. is the only viable procurement that meets the objective of the MSFC test effort. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on 3/19/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. Ombudsman (OCT 2003) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. (b) If resolution cannot be made by the contracting officer, interested parties may contact the installation ombudsman. Robin N. Henderson George C.
