Description
The Marine Corps Systems Command (MARCORSYSCOM) is seeking sources for a supplier of a Ruggedized Universal Ski (RUnS) System. The RUnS System includes the skis, the ski poles, and the ski repair kits. This supplier must comply with the Buy American Act. The purpose of the RUnS System is to provide the Marine Corps with a new short, lightweight (one size fits most) ski, which allows for quick movement across glaciers and snowfields during combat operations and training. The RUnS System will replace the current USMC skis (NATO Asnes Ski) and the standard ski poles. The required characteristics are as follows: (1) The new functional Ruggedized Universal Ski must fall between 155cm and 165cm. A 10% variance in ski length is acceptable provided the changed length is substantiated by increased mobility, durability, and overall effectiveness. (2) The tip, waist, and tail should be within a 10% variation of the following dimensions to allow for maximum mobility and flo atation: 130mm tip, 95mm waist, and 120mm tail, respectively. (3) The ski must possess the capability for attaching a 3-hole mounting attachment for a universal binding system. The 3-hole mounting area on each ski requires metal reinforcement to prevent damage to the ski should the attachment screws be torn from the ski. (4) The skis must have metal edges. (5) The skis must be waxless and the bottom must be made as a ?fish scale?-type design. The primary design and use of this ski will be for the novice Marine skier. (6) The ski must be capable of supporting the use of detachable climbing skins. (7) The ski shall be constructed of a light-weight, durable material that can perform during dry or wet snow conditions to allow the skier control to traverse in icy conditions. (8) The ski must provide good floatation in deep snow conditions while carrying the required equipment as designated for the mission. The weight of a Marine on skis, with equipment, could reach weig hts in the range of 250lbs. (9) The ski must function in wet/cold/ext reme weather temperatures ranging from 40 degrees Fahrenheit to -40 degrees Fahrenheit. (10) The ski must provide excellent cambering ability to perform with the weight of a combat loaded Marine (ranging from 250+ lbs.). (11) The ski must be capable to be used with a standard type Emergency Casualty Evacuation (CASVAC) sled, such as, the Brooks-Range, Mountaineering Rescue Sled. (12) Each ski must have a 3/8? hole drilled within 3/4? from the tip of the ski, centered between the sides of the ski tip. The RUnS must be compatible for use with the Military Universal Binding made by Karhu/K2, Part No. BOM #2A0011. The binding is designed with a 75mm, box toe front (or similar), and contains a 3-hole mounting system, using course thread philip screws, to mount the binding to the new ski. As noted in (3) above, each ski requires metal reinforcement where the binding attaches to the ski. The universal binding is a one size fits all across the mountain/cold weather boot spectrum, to include over boots. The ski poles required must be adjustable and will be used to assist Marines with turning, manuvering, or climbing while skiing. The poles must also be capable of being used during movement on snowshoe or foot when required to manuver through restricted, snow-covered, mountainous and open terrain. The poles must be lightweight, durable, adjustable, un-bending, and must incorporate the latest technology allowing them to absorb shock. They must be white in color with a black non-slip handle and made with a detachable bottom (basket) allowing the pole to serve as an avalanche probe. The basket should be removeable and work in light or deep snow. The adjustable pole must easily adjust from 32 inches in length (80 centimeters) up to 56 inches in length (140 cenimeters). The Ski Repair Kit shall consist of the necessary tools, materials, and instructions for the user to provide ?limited, in-the-field/on-the-move? repairs as required. Each Ski Repair Kit will be comprised of the items required to make minor repairs to the skis, bindings, and/or ski poles, thus allowing the skier or team to continue its mission. Firms who believe they have a product capable of meeting this requirement must provide product literature, brochures, specification sheets, prior experience in this type of effort, and production capacity estimates directly addressing their ability to meet the aforementioned needs. In addition, firms must also submit their company size, the place of manufacture, and any other relevant information. Responses shall be submitted no later than 03 April 2008 to MARCORSYSCOM, Contracts ? PG-16 (CT 023), Attn: Michael Dixon, 2200 Lester Street, Quantico, Virginia 22134-6050. Information may also be submitted via email to michael.d.dixon@usmc.mil. Responses shall be limited to 20 pages (not including product literature and brochures). Submitted information will not be returned. This is not a request for proposal or quotation. No solicitation document exists. This is not to be construed as a commitment by the government to procure these items, nor does the Marine Corps intend t o award on the basis of this sources sought or otherwise pay for the information requested. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information.
