Description
The U. S. Geological Survey, Geology Division, Geologic Hazards Team, has a requirement to support the operation of seismic networks within the Advanced National Seismic System (ANSS). The ANSS seismic networks use software to acquire, process and distribute seismic waveform data and earthquake information. The services will be on an as-needed basis for the performance of such tasks as installation, configuration, enhancement, operation, and problem-solving for nine IT products used to operate the ANSS. The nine IT products to be supported are: (1) CISN Display, (2) Seis/NetWatch, (3) Earthworm, (4) Earthquake Information Distribution System (EIDS), (5) INV (Inventory/Response), (6) SHAPE, (7) XYZ, (8) AUTODRM, and (9) CISN Earthquake Processing System Software. 1. CISN Display was developed by Instrumental Software Technologies, Inc (ISTI) for California Integrated Seismic Network (CISN). The source code for CISN is not publically available. CISN will permit the USGS to use the code and will allow ISTI to enhance it. 2. SeisNetWatch was developed by ISTI. 3. Earthworm was developed by the USGS with ISTI working under contract to enhance it and to serve as a repository for resulting code. 4. EIDS was developed by ISTI. 5. INV (Inventory/Repsonse) was developed by the USGS with ISTI under contract to support, enhance, and problem-solve its features. 6. SHAPE is a product developed by ISTI. 7. XYZ was developed by ISTI. 8. AUTODRM is a proprietary product of ISTI. 9. CISN Earthquake Processing System was developed by the CISN with ISTI's involvement. Based on the information available at this time, and in accordance 51 USC 253 (c)(1), and as implemented by FAR 6.302-1, the Government considers the support services specified as a sole source from Instrumental Software Technologies, Inc (ISTI), 70 Cereus Way, New Paltz, New York 12561, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Concerns that think they can furnish the required services are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures, and such other materials which correspond to the required services stated herein. Of particular interest would be the concern's ability to access all necessary software code. This information will be evaluated based upon the criteria herein and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request and will not be considered further. This notice may represent the Government's only official notice of this procurement.
