- This is a combined Synopsis/Solicitation for construction services for asbestos abatement at Parker Powerplant, Parker, CA. Due to the urgent and compelling nature of this requirement, the Bureau of Reclamation, Lower Colorado Region (Reclamation) has prepared a Justification for Other Than Full and Open Competition and exception to the synopsis time periods specified in FAR Subpart 5.203 (Ref FAR Subpart 5.202(a)(2)). However, in accordance with FAR Subpart 6.302-2(b)(2), Reclamation is posting Request for Quotation (RFQ) 08SQ301142 simultaneously with this announcement to request quotes from as many potential sources as practicable under the circumstances and to facilitate receipt of electronic quotes. This RFQ is issued under Simplified Acquisition Procedures (SAP) and is 100% set aside for small business. The NAICS code is 526910 Remediation Services with a size standard of $13 Million. Reclamation has an urgent requirement for the abatement and containment of asbestos laden cable trays located at Parker Powerplant. Work includes the following: (1) asbestos monitoring; (2) removing damaged transite in the bottom of cable trays; (3) HEPA vacuuming and wet wiping of accessible areas; spraying neutralizing solution on top of cable and trays; and disposal of all waste in accordance with all federal, state, and local requirements. The work is located at the Parker Dam Powerplant located between Arizona and California, 17 miles northeast of Parker, CA. Interested vendors are invited to attend a site visit scheduled for March 17, 2008 at 1:00 p.m. local time. Attendees are to meet at the plant entrance gate and use the call box to announce their arrival. Call Parker Dam at (760) 663-3712 for further information regarding directions to Parker Dam Powerplant. Reclamation intends to award a purchase order for this work by March 21, 2008 with work to be complete by March 28, 2008. The estimated magnitude of this work is between $25,000 and $100,000. Quotes are due by March 18, 2008 by 4:00 p.m. local time and may be submitted electronically, by fax, or by mail to: Bureau of Reclamation, Lower Colorado Region, Contracting Office (LC-3130), P.O.
