Description
The purpose of this modification to announcement NBR080025 is to correct the estimated issue date for the solicitation. The solicitation will be issued on or about April 04, 2008. The original date in the announcement was May, 04, 2008; this date is incorrect. All other information remains the same as outlined below. Solicitation number NBR080025 applies and will be issued as a Request for Proposals for oil spill response consulting services as described below. GENERAL DESCRIPTION OF SERVICES: The purpose of this solicitation is to contract the services of a vendor specializing in oil spill prevention, preparedness and response to support the Joint Pipeline Office (JPO) in oversight of the Trans-Alaska Pipeline System (TAPS) to prevent, prepare and respond to oil spills. Various operational changes to TAPS are being implemented due to the Alyeska Pipeline Strategic Reconfiguration project. The changes that have recently been made and will be made must be evaluated to ensure compliance with the requirements of the Federal Agreement and Grant and State Right-of-Way Lease, permit terms and conditions, and for compliance with all applicable laws and regulations. To monitor the TAPS oil spill prevention, preparedness and response capability, the JPO conducts facility inspections, exercises (drills), and other activities to ensure compliance with the Trans-Alaska Pipeline System, Pipeline Oil Discharge Prevention and Contingency Plan (Cplan). The successful offeror will provide additional assistance to the JPO in its monitoring activities. The primary objective of the TAPS Oil Spill Prevention and Preparedness Review is to evaluate the capability of the TAPS to prevent, prepare and respond to oil spills in light of proposed changes to the TAPS due to Pipeline Strategic Reconfiguration. This objective is in alignment with the following requirements: Stipulation 2.14, Contingency Plans. These stipulations state that no discharge of oil or other pollutant should occur on land or water; and that Permittees must recognize their prime responsibility for the protection of the public and the environment from the effects of spillage. The estimated period of performance is June 23, 2008 - June 22, 2009. Four option years will be included in this procurement. This effort is anticipated to average approximately 20 hours per week, but may vary significantly on a week-to-week basis. The contractor will work at the Joint Pipeline Office (JPO) in Anchorage, AK and occasional field visits will be required. This is a 100% set-aside for small business. The standard NAICS classification is 541620. Size standard is $6.5 million. The Government intends to award this contract on an all-or-none basis.
