CANCELLATION NOTICE: THE REQUIREMENT FOR EMPLOYMENT OF 1 FTE HUMAN RESOURCES SPECIALIST (CLASSIFICATION) IS HEREBY CANCELLED IN ITS ENTIRETY UNDER THIS SOLICITATION (effective 3/12/2008). FOB: Destination NET AMT Section C - Descriptions and Specifications CLAUSES INCORPORATED BY FULL TEXT DESCRIPTION/SPECIFICATION/WORK STATEMENT CLASSIFICATION SUPPORT NOTE 1: The use of ?Commander? means: Commander, Naval Medical Center, Portsmouth, VA, or equivalent government official, e.g. Director for Administration, Department Head, Technical Liaison, etc. NOTE 2: The term ?contract employee? means the offeror and its contract workers who are providing services under the contract. 1. BACKGROUND. Naval Medical Center Portsmouth (NMCP), VA is looking to co-source its classification program. 2. SCOPE. This statement of work will govern the scope of services and operating responsibilities associated with NMCP?s classification program. 3. SITE OF SERVICE. The contractor shall provide personnel for services on-site in the Human Resources Department at the Naval Medical Center, Portsmouth, VA. 4. LABOR CATEGORY. The contractor shall provide personnel for the following labor category: Human Resources Specialist (Classification) NMCP is seeking 1 FTE ? Full Time Equivalent for a period of one year (6-month base period and 6-month option period). 5. DUTY HOURS. 5.1. The contract employee shall provide services for 40 hours per week. The contract employee shall normally work for 8.5 hours (to include an uncompensated .5 hours for lunch), between the normal business hours of 0730-1600 Monday through Friday throughout the term of the contract. At the mutual agreement of the contract employee, the Director for Administration (DFA), and the Head, Human Resources Department (HRD), alternative work schedules may be instituted. 5.2. Services shall not be required on the following federally established paid holidays: New Year?s Day, Martin Luther King?s Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran?s Day, Thanksgiving Day, and Christmas Day. The contract employee shall be compensated by the contractor for these periods of planned absence. 5.3. Additionally, services shall not be required on weekends. No overtime or compensatory time shall be allowed for this position. In no instance shall the contract employee be required to provide in excess of 40 hours of service per week. 6. ABSENCES AND LEAVE. 6.1. The contract employee shall accrue 8 hours of personal leave (i.e. vacation and sick leave) per 2-week period. The contract employee shall be fully compensated for these periods of authorized leave. Planned absences from assigned duties shall be requested with 15 working days advance notice, in writing, to the Commander or his/her representative. Unplanned absences due to illness or other incapacitation of the contract employee will be used and managed according to the guidelines for U.S. Civil Service employees. 6.2. Any leave accrued by the contract employee can be carried over through 31 December of the calendar year except during the last option year of the contract. Any leave not used by 31 December will be forfeited. Any leave not used by the last day of the last option year will be forfeited. 6.3. Contract employees may be designated as critical ?Bravo? personnel. Critical ?Bravo? personnel shall report to their assigned work shift under snow emergency/winter storm conditions. Failure to report for duty will be recorded as ?Absent Without Leave? and payment shall not be made for the affected time period. If a delayed opening schedule is in effect, and the contract employee reports in accordance with that authorized delay, normal payment shall be made for that shift. 6.4. Leave Without Pay (LWOP) must be approved by the Commander for unusual and compelling circumstances after all other leave has been exhausted. 6.5. Up to six weeks of maternity ?leave without pay? may be granted to the contract employee should a pregnancy result during the contract period. The Commander and contract employee shall agree on the length of maternity leave. Any accrued leave may be applied towards maternity leave before going into a ?leave without pay? status. 6.6. Administrative leave may be granted for contract employees selected to serve jury duty. Requests for administrative jury duty leave shall be submitted to the Government in the same manner as planned leave is requested. The contract employee is required to provide the Government with as much written notice as possible prior to reporting for jury duty; and is responsible for supplying documentation regarding the necessity for and length of absence for jury duty. A contract employee whose position is deemed critical by the Government may be issued a written request for the court to excuse the contract worker from jury duty. 6.7. Documented military leave for military reservists will be allowed, not to exceed 15 calendar days per year, and may be taken intermittently, e.g. one day at a time. Military leave will be compensated leave. The contract employee shall follow the policy of the Medical Treatment Facility (MTF) with respect to notification of scheduled military duties to the Commander. 7. GENERAL DUTIES AND RESPONSIBILITIES. The contract employee shall perform a full range of Classification support services, within the scope of this statement of work, on site using government furnished supplies, facilities and equipment (i.e., access to phones, computers, printers and scanners). Or, the contract employee shall work at his or her office/location with such arrangements presented to the DFA for approval. The goal is access to the contract employee by management if needed for issues relating to PD?s. Government owned property will not be furnished for work performed at alternate work site. Duties include, but are not limited to: 7.1. Support NMCP?s management with classification services for its Federal Civilian workforce, covering GS, WG and future NSPS pay-plans. 7.2. Provide NMCP management with appropriate resources to assist with Position Description (PD) development, when required (without writing the PD?s, but providing the information to support management with writing them only). 7.3. Take completed PD?s from NMCP management and apply OPM classification standards to such product and deliver an advisory classification concerning appropriate series, title and grade on each position. 7.4. Make determinations related to pay, including entitlements to hazardous duty pay, environmental differential pay, and exempt/nonexempt status. 7.5. Prepare classification appeals packages when required. 7.6. Log each action for classification into a tracking database; and log out when the action has been completed and delivered back to management. 7.7. Provide NMCP Human Resources Department, Manpower Division with electronic versions of classified PD?s for NMCP?s files. 7.8. Assist the command with any issues arising from the upcoming NSPS conversion, and help ensure that titles and status of positions are appropriate. 7.9. Assist (when required) with performing desk audits for jobs in question. 7.10. Support the upcoming Human Resources pilot program at NMCP as it relates to determining Knowledge, Skills and Abilities for certain jobs being recruited by NMCP. 7.11. Assist the NMCP full time GS classifier with work flow and management of workload to ensure all work is accurately tracked in the database and completed in a timely manner. 8. QUALIFICATIONS. Contract employee shall possess the following minimum personnel qualifications: 8.1. Be capable of performing those duties listed in this statement of work or have sufficient on-the-job training to be able to perform duties herein. 8.2. Have experience in medical classification within the preceding 2 years, and be capable of classifying any position description for any position located at NMCP. 8.3. Possess knowledge of medical terminology/medical functions as well as OPM and DoD policies and procedures as it relates to the Federal Service classification function. 8.4. Possess a high school diploma or GED certificate. Bachelor?s degree in Business desired but not required. 8.5. Provide two letters of recommendation from supervisors attesting to the contract employee?s professional skills, abilities, etc. in classification. Reference letters must have been written within the preceding 3 years and include name, title, phone number, date of reference, address and signature of the individual providing reference. 8.6. Provide a resume outlining employment history, experience, training and certifications. 8.7. Special consideration will be given to those individuals with previous Department of Defense (DOD) classification experience. 8.8. Be eligible for U.S. employment. 9. GENERAL INFORMATION. 9.1. The contract employee will be responsible to the Director for Administration (DFA), via the Head, Human Resources Department (HRD) and will receive workload guidance from that Chain of Command. 9.2. Any classification work done by the contract employee will become the property of NMCP. 9.3. NMCP has approximately 1,900 GS employees, all requiring accurate PD?s. 9.4. The HRO/HRSC benchmark is a ten business day turnaround time for classification actions. That will be the benchmark expectations for this contract. There will obviously be classification actions that are outside of the ten business day rule, but adequate tracking and notes should justify such delays. 9.5. Annual classification work load is approximately 900 to 1,000 position description actions/looks. This workload will be distributed between the contract employee and the full time GS classifier located at NMCP to maximize the classification function, utilizing the tracking database as noted above. 10. GENERAL REQUIREMENTS. 10.1. The contract employee will be required to obtain base identification (command hospital badge and common access card) and vehicle decals for work that is required on NMCP compound. 10.2. The contract employee will be required to wear or prominently display the installation identification badges while performing work at NMCP. 10.3. Upon completion or termination of the contract, or expiration of the identification badges, the contractor shall ensure that all base identification badges and decals are returned to the issuing office. 10.4. The contract employee shall undergo a criminal history background check through NMCP?s security department. A valid driver?s license/DMV issued identification card will be required. 11. NON-PERSONAL SERVICE STATEMENT The contractor employee performing services under this contract shall be controlled, directed and supervised at all times by management personnel of the Contractor. Contractor management will ensure that the employee properly complies with the performance work standards outlined in the Statement of Work. Contractor employee will perform his or her duties independent of, and without the supervision of any Government Official. The tasks, duties and responsibilities set forth in the contract may not be interpreted or implanted in any manner that results in any contractor employee creating or modifying federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
