- Combined Synopsis-Solicitation Number: M-OAA-EGAT-PEP-07-274 Issuance Date: January 23, 2007 Closing Date: September 25, 2007 Closing Time: 5:00 pm (local time) Subject: Amendment 9 to Combined Synopsis-Solicitation Notice for Global Architect-Engineer Infrastructure Services ********** The purpose of this amendment is to rescind Amendment 8, clarify the numbering and content of the amendments to the Combined Synopsis/Solicitation, to define more precisely the areas to be evaluated by USAID with respect to subcontractors, and to extend the closing date to allow for changes to proposals that may result from these clarifications.********** 1. Amendment 8 is hereby rescinded.********** 2. There have been a total of nine amendments to the solicitation including this amendment. Specifically, Amendment 1 ? Posted 24 JAN 07: Incorporated the Statement of Work. Amendment 2 ? Posted 05 FEB 07: Incorporated a list of 34 disciplines into the professional qualifications requirements under Technical Instructions. Amendment 3 ? Posted 15 FEB 07: Provided answers to 27 of 55 contractor questions, added a 35th discipline, Program Manager, to professional qualifications to be evaluated, and extended the response date to 15 MAR 07. Amendment 4 ? Posted 15 FEB 07: Provided answers to the remaining 28 of 55 contractor questions. Amendment 5 ? Posted 21 FEB 07: Revised USAID response to two contractor questions and informed contractors of Branding Strategy requirements. Amendment 6 ? Posted 08 MAR 07: Changed proposal delivery instructions.Amendment 7 ? Posted 11 SEP 07: Requested the identification of critical and major subcontractors and extended the response date to 18 SEP 07. Amendment 8 ? Posted 17 SEP 07: A technical glitch prevented the attachment of the wording for the amendment. Had to reissue as Amendment 9. Amendment 9 ? Posted 17 SEP 07: Rescinds Amendment 8, clarifies amendment numbering, clarifies subcontractor evaluation & extends response date to 25 SEP 07. ********** 3. USAID is evaluating the prime contractor as well as its major subcontractors (defined as those subcontractors that would perform A&E work deemed critical to mission accomplishment by the prime, and those who would perform at least 20% of the A&E - specific work as proposed) for criteria 2-4. ********** 4. The closing date is hereby amended to extend the response date to 1700 (Local Time) 25 SEP 2007. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (21-FEB-2007).
