Description
Amendment 0001: The due date for questions has been extended to 11:00 AM Wednesday, 2/20/2008 EST. The due date for quotes has been extended to 1:00 PM Friday, 2/22/2008. The item listed below shall be brand name or equal to the Find-R-Scope Infrared Viewer, NSN 84499A-5, including the Visible Blocking Filter, NSN 80115. Questions: Q1. Does the lens require an Iris to protect it from possible damage in high brightness situations? A1. No, the Iris controls the intensity. The model 80115 filter blocks the visible spectrum making a lens with an iris not required. Q2. What is the minimum resolution in line pairs per millimeter (lp/mm)? A2. A minimum resolution of 70 lines/mm. Q3. Is a carrying case required? A3. Yes, a hard side case. Q4. What is the required delivery? A4. The most reasonable delivery time, all other factors considered. Q5. Is there a battery life requirement? A5. To meet the current specification requirements, the battery life shall be greater than 250hrs intermittent at least 100 hrs continuous using commercially available alkaline batteries. Q6. What is the FOB Point? ARO or FOB Destination to Quantico, VA 22135. End.////This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a paper solicitation will not be issued. Request for Quotation (RFQ) number 08-Q-E005624 shall be referenced on any price quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 Effective 01/25/2008. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This RFQ is being conducted as a 100% small business set aside. The Federal Bureau of Investigations (FBI) has a requirement for the following items:0001: Qty: 56 Description: Infrared (IR) Viewers with filters. Salient Characteristics: The following functional requirements shall be met by the proposed IR Viewer 1. The Viewer shall be self-contained. 2. The IR Viewer shall be hand-held. 3. The IR Viewer shall be battery powered. 4. The filter accessory shall be attached to the IR viewer. Additional mandatory technical requirements: The IR Viewer shall have Spectral Sensitivity of 350-1550mm. Regions displayed: Near UV, visible, Near ?IR. Field of View: 40 degrees. Filter shall be 830 longpass filter that blocks visible light spectrum. Please include your company?s shipping terms in the quote. Any shipping costs that will be applied to this requirement shall be included in the quote. The North American Industrial Classification System (NAICS) number is 333315 and the business size standard is 500 employees. The Government will award a firm fixed price purchase order resulting from this combined synopsis/solicitation to the responsible offeror with the lowest cost/technically acceptable offer conforming to this combined synopsis/solicitation. EVALUATION FACTORS: 1. Technical acceptability 2. Past Performance 3. Price. The Government is not responsible for locating or securing any information, which is not identified in the quotation, but may do so at its discretion. Award is anticipated ASAP after receipt of quotes. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial Items (SEP 2006); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999). Award shall be made to the lowest cost, technically acceptable responsible quote. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FBI also reserves the right to conduct discussions, if later determined to be necessary.
