Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.603, using Combined Synopsis/Solicitation Procedures. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/ ), the format required for providing Line Item Pricing can be found at the above listed NECO website. The RFQ number is N00189-08-T-Z020. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-22 and DFARS Change Notice 20060123. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm . The NAICS code is 721110. This is a competitive, unrestricted action. Award of this solicitation will be based on the best value to the Government considering convenient location, as described below, amenities, and price. The Government reserves the right to award to other than the lowest price quoter. The following items are required: The Department of the Navy (DON), Office of Civilian Human Resources (OCHR) has a requirement for meeting and conference space to support the annual Senior Executive Seminar. The Senior Executive Seminar is designed to provide the Department of the Navy's senior executives with up-to-date information on events and issues with the DON. REQUIREMENTS 2.1. Dates: 15-16 May 2008, Thursday and Friday, 2 days;2.2. Participants: approximately 200 senior level executives are expected to attend; 2.3 Location: Seminar venue shall be inside the beltway surrounding Washington, DC and accessible by METRO rail, i.e., facility is within walking distance or facility provides free shuttle service to and from METRO rail station. 2.4. Facility: A facility commensurate with the status and stature of DON and Marine Corps dignitaries to include Presidential appointees, high ranking military officials (Admiral and LT General level); and senior level officials in other federal agencies and the private sector. 2.5 Lodging is preferred but not required. Preferred lodging would include: 35 sleeping rooms for attendees on the evening of check-in (May 14, 2008) and the first night of the seminar (May 15, 2008); and 20 sleeping rooms on the second night of the seminar (May 16, 2008). Attendees will make reservations by calling the hotel directly. Attendees are responsible for all payments for the sleeping room. Lodging rates must be within the stated government per diem rate for the Washington, DC Metropolitan area. Joint Travel Regulations currently list lodging for the Washington, DC Metropolitan area at $201 per night. 2.6. Facility Requirements All requirement are for two days except as noted below. 2.6.1. Registration area, two tables six feet long with dressing and four chairs set up by 7 am each day. 2.6.2. Work room near registration area for meeting preparation, storage, VIP holding area to include table and chairs, available afternoon of May 14. 2.6.3 General sessions: room capable of seating 220 people (School Room or Rounds) (Time: 7:30am to 12:00) Head table and lectern with microphone on raised platform. Platform must have appropriate space for ceremonial space and flags of the Military Departments. Include two six foot tables in rear for staff. (May 15 & 16). 2.6.4. Four workshop rooms. Time approximately 1:00 pm to 5:00 pm. Workshop rooms should be set up in class room style to accommodate 50 people. Include a table to accommodate materials. 2.7. Food Requirements: 2.7.1. Lunch. This is a training event with speaker and is required participation. (Estimated time on 15 May: 12:00 to 1:30pm) Lunch Room for lunch 225 people (rounds of 8) Buffet style lunch. Provide quote for standard buffet menu to include entres, sides, salad, and dessert. Actual menu will be negotiated prior to award and quote may be adjusted to accommodate menu choice. Provide available choices/price with quote. 2.7.2. Award Ceremony. This event will honor the Presidential Rank Award Recipients. Appetizers and beverages for 175 people, provide quote on standard hors doeuvre/beverage package, actual choices may be negotiated prior to award and quote may be adjusted to accommodate alternate choices. Provide available choices with price with quote. 2.7.3. Dinner. Room for Dinner from 6pm to 10pm for approximately 175 people. Participants will pay for their own dinner as a result the meal will not be part of this purchase order. 2.8. Parking: Sufficient parking within walking distance. 2.9. Audio Visual Requirements: Outside phone line in break room; Internet connection in break room; one AV Technician for duration of conference; General Sessions: Four - tabletop microphones for panel tables; two - 9' x 12' Screens with Dress Kit; two wireless lavaliere microphones; one - 8 Channel Audio mixer board; one - VGA Distribution Amp; Standing Lectern with microphone. Workshop Rooms: Screen & projector; Sound system; Computer and screen; Standing Lectern with microphone. Lunch, Award Ceremony and Dinner Room: Standing Lectern with microphone on platform; Audio-visual equipment for presentation; Sound system. Easels: 10 easels for large posters must be available for information posters. Easels will be used in the general session and reception area. Quoters are to submit their proposed prices per line item in the formatted RFQ which can be accessed on the NECO website at (http://www.neco.navy.mil/ ) under the RFQ number N00189-08-T-Z020. A Firm Fixed Price type purchase order will be issued as a result of this solicitation. Responsibility and Inspection: Unless otherwise specified in the order, the contractor is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable to this procurement: 52.212-4, Contract Terms and Conditions - and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Quoters shall include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items.
