Description
The U.S. Coast Guard Engineering Logistics Center has a requirement to procure two (2) each Virtual Davit Training System - Maintenance Trainers (simulators) to be used in conjunction with the Welin Lambie Dual Point Davit Systems currently installed onboard the 210', 270', and 378' Coast Guard vessels. This system is being procured to provide an in-house avenue for comprehensive preventative maintenance training program for ships forces. The system to be procured is the VDTMT-TWPIV5.0X-PACK VDT-MT (FULL PACK) training system from the Original Equipment Manufacturer, Tenix Systems. The Government intends to procure this system on a sole source basis with Tenix Systems because all technical and engineering data and drawings required to produce a successful training system is proprietary information to Welin Lambie, the Davit system manufacturer. The Coast Guard does not have unlimited data rights to release this information to provide for a competitive procurement at this time. Welin Lambie has refused all requests to obtain unlimited rights. Therefore, it is the Government's intent to solicit/negotiate only Tenix Systems for award of a fixed-price purchase order. Concerns having the expertise and required capabilities to access the required proprietary information and furnish the above training system are invited to submit complete information discussing the same within 7 calendar days from the day this notice is posted. Interested sources must submit a letter from Welin Lambie verifying they will provide access to all necessary technical and engineering data required to manufacture this training system. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this purchase order as planned. The Government does not intend to pay for information solicited. Request for Quotation Number HSCG40-08-Q-60006 shall be available for download on or about February 12, 2008. The closing date for receipt of quotations is February 22, 2008 at 2:00 p.m. EST. All responsible sources may submit a quotation which shall be considered by the Agency. See Numbered Note 22. This synopsis is issued pursuant to FAR 6.302-1 and HSAR 3006.302-1.
